According to the telegram, the Prime Minister requested ministries, branches and localities to urgently review and inspect residential areas, especially those along rivers, streams, mountainous areas, and along slopes... to promptly detect areas at high risk of landslides, flash floods and deep flooding in order to promptly organize evacuation and move people out of dangerous areas when heavy rain occurs.

The telegram emphasized the need to seriously organize on-duty shifts and proactively deploy flood prevention and control plans according to each warning level; ensure the safety of dikes, dams, especially hydroelectric reservoirs and large reservoirs.

Authorities need to prepare vehicles and personnel to control and guide people to move safely in dangerous areas such as flooded roads, deep flooded roads, and fast-flowing water.

In addition, the Prime Minister requested the Ministry of Industry and Trade, the Ministry of Construction and relevant ministries and branches, based on their assigned functions and tasks, to strengthen the direction of flood prevention and control work in their areas of management. Special attention should be paid to ensuring the safety of hydroelectric dams, transport infrastructure, energy and industrial production.

The Ministry of National Defense and the Ministry of Public Security directed the Military Regions and forces stationed in the area to be ready to respond, coordinate and support rescue work, and respond to floods when requested by the locality.

Since the beginning of June, many northern provinces have continuously recorded heavy to very heavy rains, causing localized flooding in Thai Nguyen, Bac Giang, and landslides in Yen Bai. Some localities have suffered unfortunate human losses due to landslides and subjective situations during floods.

Faced with the continuing complicated weather situation, the Government requires localities to absolutely not be subjective, proactively implement the "4 on-site" plan, minimize damage, and protect the lives and property of people and the State.
