Over the past years, imbued with the thoughts and teachings of President Ho Chi Minh on patriotic emulation, under the close direction of the Central Party Committee of the Public Security and the leadership of the Ministry of Public Security, the emulation and reward work in the People's Public Security has had many positive changes, comprehensive innovation, extensive development down to the grassroots, more substantive, creating a revolutionary action movement, spreading strongly, truly becoming a driving force, urging each cadre and soldier to make greater efforts, make greater efforts, and be more determined, excellently completing all tasks assigned by the Party, State and people, truly being the support of the people, beautifying the beautiful image of the People's Public Security soldier, forgetting himself for the country, serving the people.
From the emulation movements, thousands of shining examples have emerged demonstrating bravery, intelligence, courage, dedication, creativity, making many feats, especially outstanding and typical achievements, and being awarded noble awards. Of these, 44 collectives and individuals were awarded or posthumously awarded the title of Hero of the People's Armed Forces; 78 Military Exploit Medals, 735 Exploit Medals, 59 Labor Medals, more than 3,000 Fatherland Protection Medals, 3 Bravery Medals and tens of thousands of collectives and individuals were awarded at all levels. In particular, on the occasion of the 80th anniversary of the Traditional Day, the People's Public Security force was awarded the Gold Star Medal for the fifth time.
Along with reviewing the results of the emulation movement for the security of the Fatherland in recent times, in the context of complicated developments in the world and the region, the explosion of science and technology, the Congress heard simple but noble stories, inspiring and motivating from advanced examples - the most typical examples representing tens of thousands of cadres and soldiers who are protecting the Party, protecting the Fatherland and the peaceful and happy life of the people day and night... Those are examples of not fearing danger, sacrificing themselves to fight and suppress crime, supporting people in epidemics, fires, natural disasters, as well as wholeheartedly supporting, guiding and serving people in digital transformation, handling administrative procedures; especially the achievements in the fight against drugs, corruption, negativity, as well as in cooperation, carrying out international missions, protecting the Fatherland early, from afar... in recent times.
The Congress listened to heartfelt confidences, feelings and deep gratitude from people of all walks of life towards the People's Public Security force, especially for the examples and noble actions of "Forgetting oneself for the country, serving the people", contributing to beautifying the heroic and glorious tradition of the People's Public Security force in the new era.
Awarding the title of Hero of the Armed Forces and the First Class Military Exploit Medal from the President to outstanding collectives and individuals; speaking at the Congress, on behalf of General Secretary To Lam, Party and State leaders and with personal feelings, Prime Minister Pham Minh Chinh sent to the leaders, Heroic Vietnamese Mothers, Heroes of the Armed Forces, National Emulation Fighters, delegates, advanced models, generals, officers and all cadres, soldiers, workers and employees of the People's Public Security Force his respectful greetings, warm greetings and best wishes.
Prime Minister Pham Minh Chinh emphasized that over the past 80 years, deeply imbued with the teachings of beloved President Ho Chi Minh: “A revolutionary police officer must be compassionate and serve the people. Towards the enemy, he must be resolute and clever. Towards the people, he must be respectful and polite”, the People's Public Security force has always strived, devoted itself, shining with revolutionary qualities, for the country, for the people, bravely fought, ready to sacrifice “to stay awake so the people can sleep, to stand guard so the people can play, to take the joy and happiness of the people as their joy and reason for living”; always excellently completing all tasks assigned by the Party, State and people on every frontline, anywhere, in any circumstance.
In particular, over the past 5 years, the People's Public Security force has drastically implemented a revolution to strongly innovate thinking, management and leadership methods, not only firmly protecting the Fatherland from early on and from afar, but also contributing to creating and expanding the space for socio-economic development; promoting transparent and modern administration; deepening the culture of service, the culture of revolutionary Public Security, for the Fatherland, for the peace and happiness of the people.
The People's Public Security Force has clearly demonstrated its exemplary spirit, taking the lead in implementing the Party and State's guidelines and policies; pioneering in systematically and scientifically implementing the revolution in streamlining the organizational apparatus; playing a leading role in national digital transformation with a focus on Project 06, the National Population Database, the Electronic Identification and Authentication System, the National Data Center, the Plan to collect DNA samples of relatives of unidentified martyrs, etc.
In addition, the police force has successfully completed its regular tasks; performed well the strategic advisory tasks on security, order, economic, cultural and social development, and maximally protected national and ethnic interests; fundamentally and effectively resolved many security issues from the grassroots, early and from afar, avoiding passivity and surprise, maintaining national security in all situations. The police force successfully dismantled many large, transnational criminal networks and organizations related to drugs and fraud; restrained and reduced crime sustainably, exceeding many targets assigned by the National Assembly; innovated public security foreign affairs in the direction of "going ahead and paving the way", continuing to be an important "pillar" in the foreign affairs of the Party and State. The People's Public Security participated in overcoming the consequences of the earthquakes in Türkiye and Myanmar, leaving a beautiful image in the hearts of international friends; Comprehensively innovate the work of building institutions and laws, towards a fair, democratic, civilized, rule-of-law, modern, and accessible judiciary; be proactive and active in ensuring social security, building charity houses, and supporting livelihoods for people in difficult circumstances...
“The outstanding achievements, results and accomplishments of the People's Public Security force have significantly contributed to maintaining political stability, building an increasingly civilized, safe and healthy society, a peaceful, happy and prosperous life for the people, creating a favorable environment for national development, contributing to building the country's foundation, potential, position and international prestige. Thereby, it also shines the noble qualities of the heroic Vietnam People's Public Security force, absolutely loyal to the Fatherland, the Party, the State and the people; steadfastness, strict discipline, decisive action, selfless for the people; proactive, creative, daring to think, daring to do, daring to take responsibility for the common good,” the Prime Minister affirmed.
People's police are close to the people, understand the people, and are for the people.
According to the Prime Minister, with many good models and initiatives, the emulation movement "For National Security" has strongly promoted innovation, creativity, and the implementation of flexible and effective security solutions; contributed to perfecting the security and order strategy; promoted the widespread and active participation of the political system and people in protecting the Fatherland. Of which, 246 advanced models were commended and honored at this emulation congress "For National Security" as the most vivid evidence of dedication to the people; affirmed the important role of the People's Public Security force as a "steel shield" against the enemy, a "peaceful support" for the people in difficulties, dangers, natural disasters, storms, floods, and epidemics.
Emotionally mentioning more than 60 police officers and soldiers who fought bravely and sacrificed their lives, and thousands of comrades who were injured in the past 5 years, for the cause of protecting national security, Prime Minister Pham Minh Chinh expressed his gratitude and appreciation to the heroic martyrs of the People's Police who heroically sacrificed their lives for the independence and freedom of the Fatherland, for the peaceful life of the people; at the same time, on behalf of the Party and State leaders, he acknowledged, highly appreciated and respectfully thanked the achievements, feats and sacrifices of the People's Police force, which have made important contributions to the cause of protecting national security and developing the country.
The Prime Minister noted that entering a new stage of development, along with the implementation of many historic policies, our country has many opportunities and advantages but also faces many difficulties and challenges that are more complex and unpredictable; many new issues arise in protecting national sovereignty, ensuring security and social order. The tasks set for the People's Public Security force are more difficult and burdensome but also more glorious and important.
Prime Minister Pham Minh Chinh requested the People's Public Security force to continue promoting its glorious and heroic tradition, proactive spirit, innovation, creativity, solidarity and emulation to well perform the task of building people's security, maintaining the people's security posture associated with the solid people's hearts posture; absolutely ensuring political security, social order and safety, preserving a peaceful and stable environment for national development.
The Public Security Force must closely link socio-economic development with national defense and security; implement national and local development goals; focus on protecting human security, ensuring human rights and civil rights, creating a safe and happy living environment for the people; detect and effectively combat all types of crime according to the motto "hit correctly, hit hard, hit to the end and must win", taking prevention as the main thing, taking actual effectiveness as the measure, taking peace, prosperity and happiness of the people as the goal to strive for.
The Prime Minister directed the People's Public Security to improve the effectiveness of state management of security and order, associated with administrative procedure reform, modernizing management methods, focusing on digital transformation, breakthroughs in science and technology development; performing public duties with the spirit of "3 rights - correct regulations, on time, in the spirit of serving the people"; with a friendly, responsible, professional attitude, "close to the people, understand the people, for the people", taking people's satisfaction as a measure of results.
Along with that, building a truly clean, strong, disciplined, elite, modern People's Public Security force, especially at the grassroots level, where it is closest to the people; building a People's Public Security culture. Each officer and soldier is an example of training, dedication and discipline; listening to and thoroughly resolving difficulties, problems, and issues arising in life; continuing to develop the "All people protect national security" movement widely, with a deep awareness that people's strength is the source of all victories as Uncle Ho taught: "When the people help us a lot, we will succeed a lot; when they help us a little, we will succeed a little; when they help us completely, we will win completely".
Launching the emulation movement for the entire people to protect national security, Prime Minister Pham Minh Chinh requested all levels, sectors, localities, the entire political system, socio-political organizations, especially all Vietnamese people at home and abroad to join hands to strongly spread the movement in all areas of social life, to gather people's strength, unite national will, and unanimously turn the movement into a great force to preserve the beautiful country of Vietnam forever.
Prime Minister Pham Minh Chinh hopes and believes that, on the basis of the glorious and heroic tradition of 80 years of construction, fighting and growth; with new spirit, new motivation, high determination, great efforts and the spirit of "As long as the Party exists, we exist", "Honor is the most sacred and noble thing", the People's Public Security force will overcome all difficulties and challenges, continue to successfully carry out the emulation movement "For the security of the Fatherland", creating great motivation and strength for the People's Public Security force to achieve more outstanding feats and achievements, making more and more important contributions to the cause of building and defending the socialist Fatherland of Vietnam.
The Prime Minister believes that all officers and soldiers of the People's Public Security force will continue to achieve many outstanding achievements in the cause of building and defending the Fatherland; continue to spread, inspire, and create more motivation for the entire People's Public Security force and the entire society to bring the country into a new era, an era of rising to wealth, civilization, prosperity, and well-being as affirmed by General Secretary To Lam.
At the Congress, Minister of Public Security, General Luong Tam Quang officially launched the emulation movement "All people protect national security" for the period 2025 - 2030 with the motto "innovative thinking, creative actions, exemplary leadership, for national security, for the peace and happiness of the people".
