The Prime Minister proposed to abolish business conditions that are not suitable for practice, unnecessary certificates or certificates with duplicate content.
In the decision dated March 18 on the 2024 operational plan of the Government's Steering Committee for Administrative Reform, Prime Minister Pham Minh Chinh proposed improving the quality of direction and administration, creating breakthroughs in administrative reform.
Regarding institutional and policy building, the Prime Minister requested ministries, sectors and localities to improve the quality of appraisal and promptly issue legal documents. Units must increase resources and funding for judicial work.
Not only issuing documents, units and localities must promptly detect and take measures to overcome overlapping, inappropriate, and impractical legal regulations that hinder development; prioritize resources for law-making and remove shortcomings in mechanisms.
To do these things well, the Prime Minister emphasized the need to build specific regimes and policies for those working in institutional affairs.

Regarding improving the investment environment and reforming administrative procedures, the Prime Minister requested units to report on overall plans to reduce and simplify regulations and business licenses. These are regulations that are causing difficulties for people and businesses, focusing on proposing plans to reduce them.
The Prime Minister requested to review and propose the abolition of unnecessary, unfeasible, and impractical business conditions. Unnecessary or duplicated certificates were also requested to be abolished or shortened.
Regarding reform of the civil service system, the head of the Government requested ministries, branches and localities to improve the quality of public service performance and "improve the quality of service to people and businesses".
The Prime Minister has repeatedly said that administrative procedures in many sectors and fields are still overlapping and inadequate, hindering production, business and development. If Vietnam does not reform its administration and modernize its leadership and management, it will fall behind.
In 2021, the Ministry of Home Affairs will abolish foreign language and IT certificates for civil servants specializing in administration and clerical work; the Ministry of Education and Training will also abolish these two certificates for teachers.
