Prepare emergency personnel for all situations

Hanoi University of Medicine and Pharmacy - Vietnam National University, in collaboration with Hanoi 115 Emergency Center, organized the 3rd training course with the content of Emergency Practice 1.

The training course was attended by more than 40 officers and lecturers from the Fire Prevention and Fighting University - Ministry of Public Security, E Hospital, Hanoi 115 Emergency Center and a number of related units.

Dr. Nguyen Thi Anh Thu, Vice Principal of University of Medicine and Pharmacy, spoke at the training session.

The program took place from July 28 to 30 at the Hanoi 115 Emergency Center. The training course was attended by lecturers from the Department of Emergency Medicine, University of Medicine and Pharmacy, and experts from Japan.

The program aims to train the teaching staff of the Department of Emergency Medicine at the University of Medicine and Pharmacy to become core lecturers, thereby expanding the training of generations of lecturers according to the teaching standards of Kokushikan University, Japan.

By participating in the training course, staff and lecturers have the opportunity to receive thorough training according to a specially designed program. Through theoretical and practical content, students will learn and approach cardiopulmonary resuscitation first aid methods, thereby being able to apply them in many different emergency situations.

In addition to the theoretical part, the program also organizes simulation exercises to simulate hypothetical situations such as practicing CPR, respiratory support, and handling choking situations. These contents aim to help learners accumulate practical experience and improve their ability to handle flexibly when encountering unexpected incidents in the community.

Speaking at the course, Dr. Nguyen Thi Anh Thu, Vice Principal of the University of Medicine and Pharmacy, said that the training course has recorded many initial successes in the training of the Department of Emergency Medicine after more than a year of establishment.

In particular, this course was attended by officers from the Fire Prevention and Fighting University, Ministry of Public Security, which contributed to expanding the cooperation network and affirming the important role of the field of foreign emergency care in the emergency response system.

Dr. Anh Thu also expressed his hope that the Department of Emergency Medicine, with support from Japanese partners, will soon complete the emergency medicine training program for regular teaching and enrollment.

She added that in the near future, the school is aiming to build a pilot program to train basic first aid skills for students, contributing to the formation of a young medical force with the capacity and spirit to support the community.

According to Associate Professor, Dr. Nguyen Duc Chinh, Deputy Head of the Department of Emergency Medicine, in the context of the emergency system in Vietnam still having many shortcomings, training a team of qualified, well-practiced and quick-response emergency medical personnel is one of the key tasks of the Department.

He also said that training is not only about standardizing professional skills but also about building a medical force capable of responding to emergencies such as disasters, accidents and other unexpected situations. This is a practical need of the health sector and also a social responsibility of medical training institutions.

The Department of Outpatient Emergency Medicine is currently gradually standardizing its curriculum towards integrating theory, practice and clinical simulation. At the same time, the Department is also actively expanding domestic and international cooperation to access advanced emergency models, suitable for the actual conditions of Vietnam.

Within the framework of the cooperation program, it is expected that by the end of this year, the Department of Emergency Medicine at the University of Medicine and Pharmacy will continue to coordinate with relevant units to implement two more training courses to train source lecturers in the field of emergency medicine at the hospital.

Strengthening training of emergency personnel outside hospitals is not only a temporary solution, but also a long-term strategy to improve the quality of primary health care for people, especially in the context of increasingly common and complex unexpected incidents.

HCMC: Impersonating medical staff to defraud blood donors

The Ho Chi Minh City Department of Health has just issued a warning about a new scam, in which subjects impersonating medical staff call blood donors, requesting to provide citizen identification photos, VNeID accounts and make friends via Zalo with the reason of "instructing on how to register for examination, testing or identity verification".

On July 29, the Ho Chi Minh City Department of Health said it had recorded many cases of impersonating medical staff to approach and defraud blood donors in the city. According to reports, hundreds of blood donors in Ho Chi Minh City received strange calls claiming to be employees of the Department of Health, the Hematology and Blood Transfusion Hospital, the City Humanitarian Blood Donation Center or blood donation organizations.

The subjects informed that the people's blood donation results were "abnormal", then asked them to provide personal information such as citizen identification photos, VNeID accounts and suggested adding them on Zalo to receive "instructions on how to handle the situation".

The Ho Chi Minh City Department of Health confirmed that this is a new form of fraud, showing signs of sophisticated organization, causing confusion among the voluntary blood donor community. These acts not only affect the legitimate rights of the people, but also cause insecurity and disorder and undermine trust in the health sector as well as the city's humanitarian blood donation movement.

Faced with this situation, the Ho Chi Minh City health sector has actively coordinated with relevant units to deploy many communication measures to warn people. Information is spread through the “Golden Blood Drops” application, the official website and fanpage, and SMS messages are sent directly to the blood donor community to advise not to provide personal information and absolutely not to follow any instructions from strange phone numbers.

In addition, the health sector has also coordinated with press agencies and television stations to promote the blood donation process, helping people to clearly understand the information, proactively prevent fraud and continue to participate in voluntary blood donation with peace of mind. These recommendations are integrated into the text messages, providing identification signs as well as how to handle when encountering suspicious subjects.

The Ho Chi Minh City Department of Health also noted that medical facilities and blood donation units only contact people through official channels. Messages sent to blood donors will display brand names such as “BVTMHH” or “TTHIENMAUTP”.

The hospital absolutely does not ask people to provide personal information via Zalo application or any link. In case of doubt, people should immediately call the hotline of the Hematology and Blood Transfusion Hospital at 028.3955 7858 for accurate verification.

The Ho Chi Minh City Department of Health recommends that people absolutely do not provide any personal information to strange calls or messages.

When detecting suspicious signs, it is necessary to stay calm, do not follow any instructions from unknown subjects, and proactively report to the police or notify the nearest medical facility for timely support and treatment.

The city's health sector affirmed that it will continue to closely coordinate with functional units to monitor the situation, update developments and ensure the confidentiality of blood donors' personal information, in order to maintain trust and protect the legitimate rights of the people.

Hanoi mobilizes organizations to participate in destroying mosquito larvae to prevent and control dengue fever.

The Hanoi People's Committee has just issued Official Dispatch No. 4291/UBND-KGVX to strengthen the prevention and control of dengue fever in the context of the risk of the disease breaking out and spreading widely.

To proactively control the situation and prevent the epidemic from becoming complicated, the City People's Committee requests departments, branches, sectors, and People's Committees of communes and wards to continue to strictly implement the city's direction; closely coordinate with the health sector to synchronously and effectively deploy epidemic prevention and control measures.

The Department of Health is assigned to direct medical facilities to coordinate with local authorities to strengthen epidemiological surveillance, detect cases early, organize emergency care, provide timely treatment and thoroughly handle outbreaks.

Along with that is guidance on identifying risk areas, developing treatment and prevention plans and ensuring adequate resources. In addition, the health sector will organize training for grassroots health workers, implement reasonable treatment routes, and coordinate to resolve difficulties and problems in the process of implementing epidemic prevention and control work.

Communication work is also focused on, with coordination between the Department of Culture and Sports and the Department of Health to promote the provision of information on disease prevention and control to the people.

For the education sector, the Department of Education and Training is assigned to coordinate with the People's Committees of communes and wards to direct educational institutions to implement epidemic prevention and control measures at schools. Specific activities include organizing general cleaning, killing mosquitoes and larvae, and at the same time propagating, promptly notifying and coordinating with local health agencies in handling when there are signs of an epidemic.

The Department of Finance is responsible for advising and promptly arranging funds for dengue fever prevention and control, ensuring effective and economical use.

The Capital Command and the City Police will coordinate to deploy epidemic prevention measures and ensure security and order in areas at risk of epidemics.

People's Committees of communes and wards are required to focus on leading and directing disease prevention and control work in the area, ensuring funding and materials, and developing disease response plans according to the "4 on-site" principle.

Local authorities need to clearly identify risk areas, create epidemiological maps, organize general environmental sanitation, kill mosquitoes, kill larvae, and strengthen mosquito larvae extermination shock teams and epidemic surveillance teams. In particular, in August 2025, localities will mobilize organizations and unions to participate in environmental sanitation and mosquito larvae extermination campaigns to effectively prevent and control dengue fever.

The City People's Committee also requested to inspect and strictly handle organizations and individuals violating regulations on disease prevention and control to increase deterrence and ensure effective disease prevention throughout the city.
