Deploying the Propaganda Campaign to Fight and Prevent Criminal Activities in Cyberspace
(Haiphong.gov.vn) – The City People's Committee has just issued Plan 319/KH-UBND to deploy the "Propaganda campaign to combat and prevent criminal activities in cyberspace", aiming to mobilize the combined strength of the entire political system, sectors, levels, organizations, businesses and people in the fight against and repelling high-tech criminal activities.

The plan focuses on disseminating and raising awareness among cadres, civil servants, public employees, and the masses about legal knowledge, methods, tricks, and skills to recognize and prevent criminal activities in cyberspace, so that they can actively participate in preventing and combating crimes in cyberspace.
Accordingly, propaganda work will be carried out in many flexible, creative, appropriate and effective forms associated with the work of ensuring network security and preventing and combating high-tech crimes. Propaganda content must be continuously innovated, diversified, closely following reality, promptly transmitting and informing people about methods and tricks of crime in cyberspace; propaganda forms must be diverse, using a variety of communication channels.
Focus on disseminating the forms, methods and tricks of cybercrime, focusing on common methods and tricks such as: Fraudulent appropriation of property; organizing gambling and gambling; online advertising; disseminating and distributing obscene and pornographic publications; e-commerce; multi-level marketing, virtual currency, electronic currency, foreign exchange and securities transactions; buying and selling weapons, support tools, explosives and promptly issuing warnings about new methods and tricks. Warn and guide people to identify signs of crime, measures to prevent and deal with cybercrime.
In recent times, the situation of high-tech crimes in the city has become extremely complicated, with increasingly sophisticated methods and tricks, rapidly increasing in the number of cases and the amount of damage, causing outrage among the people. Propaganda and dissemination of knowledge and laws on cybercrime have been regularly carried out by functional units, but the effectiveness has not been high, has not mobilized the strength of the entire political system, sectors, levels, organizations, and businesses, and has not created a clear change in people's awareness and vigilance.
The City People's Committee requires the implementation of the Plan to ensure proactiveness, synchronization, practicality and effectiveness. The work contents must be consistent with the functions and tasks of each agency and unit, associated with the responsibilities and promoting the proactive and active role of departments, branches, agencies, units, organizations and localities to complete assigned tasks; strengthen close, regular and effective coordination between departments, branches, agencies and localities to ensure objectivity, transparency, synchronization and effectiveness, creating a widespread spread throughout the city.
