On the evening of October 11, the North Korean Foreign Ministry accused South Korea of carrying out a serious military and political provocation by sending UAVs to Pyongyang and dropping anti-North Korea leaflets at least three times a week, according to CNN.

North Korea's foreign ministry warned that South Korea would face a dire situation if it continued its provocations. The Korean Central News Agency also published photos of a drone and leaflets with messages such as "comparison of food you can buy" and "North Korea's economic situation is falling into hell."

South Korean Defense Minister Kim Yong-hyun initially denied the accusations but later said he could not confirm Pyongyang's claim.

South Korea's Joint Chiefs of Staff (JCS) neither confirmed nor denied the allegations. It urged North Korea not to act rashly and said that Pyongyang was solely responsible for recent developments, referring to the North's launching of balloons containing garbage into the South.

The South Korean military said North Korea launched about 40 balloons filled with trash into the South on October 11 and did so again later in the day. A similar incident occurred three days earlier.

The JCS said the balloons contained household waste and no hazardous substances. Since May, North Korea has launched 28 batches of balloons into South Korea, according to Yonhap.

In response, the South Korean military has been blasting high-powered propaganda broadcasts at the inter-Korean border every day since July. Seoul has not shot down the balloons due to safety concerns.
