From July 1, businesses are not allowed to promote goods at more than 50% of the selling price, except for promotional activities decided by central authorities.

The Ministry of Industry and Trade issued Circular No. 39 dated June 22, stipulating the maximum limit on the value of goods and services used for promotion, the maximum discount level for goods and services on promotion that traders are allowed to implement in promotional activities (according to simplified procedures).

Goods are not on sale over 50%.

Accordingly, from July 1, 2025, the material value used for promotion for a unit of promoted goods or services must not exceed 50% of the selling price immediately before the promotion period of that unit of promoted goods or services.

Specific regulations stipulate that the maximum discount for promotional goods and services must not exceed 50% of the price of the goods and services immediately before the promotion period.

In case the trader conducting the promotion does not directly produce or import the goods or directly provide the services used for the promotion, the value is calculated by the price paid by the trader conducting the promotion to purchase the goods or services used for the promotion or the market price of the goods or services used for the promotion at the time of announcement.

Goods and services used for promotion are goods directly produced, imported or provided by that trader. The value is calculated by the cost price or import price of the goods and services used for promotion.

In cases of organizing a concentrated promotional program, the maximum limit on the value of goods and services used for promotion is 100%.

The maximum limit on the value of goods and services used for 100% promotion is also applied to promotional activities within the framework of trade promotion programs and activities decided by competent central authorities.

The maximum discount limit shall not be applied when implementing price reduction promotions for goods and services when implementing the State's price stabilization policy, fresh food products; goods and services in case of enterprise bankruptcy, dissolution, change of location, production and business lines.

In recent times, there have been times when promotional goods have been discounted up to 50%, especially on online channels. In 2024, there was a time when Chinese cross-border e-commerce platforms entered the Vietnamese market, such as Temu, Taobao, and 1688, and launched "huge" discount programs, up to 80%-90%.
