Speaking to Thanh Nien Newspaper reporters on the evening of March 3, Mr. D.VS (residing in Tan Thanh Ward, Tan Phu District, Ho Chi Minh City), representing the parent association at Apax Leaders English centers who are waiting for a refund of nearly VND1.3 billion in tuition fees, said that he had received a response from the Office of the Ho Chi Minh City Police Investigation Agency regarding the complaint he and 25 others sent on February 8.
Parents in Ho Chi Minh City came to the only Apax Leaders center still open on Phan Xich Long Street to demand their rights on February 27.

According to the complaint, the leaders of Apax English Joint Stock Company (Apax Leaders) and the facilities have appropriated nearly 1.3 billion VND through signing contracts to teach English at English centers. Specifically, because the teaching quality did not meet the commitment in the contract, the parents requested to terminate the contract and withdraw the tuition, but Apax Leaders did not refund the money.
"Through studying the content of the petition, the Office of the Ho Chi Minh City Police Investigation Agency found that the accused took advantage of his legal status to sign an economic contract, then did not perform it in order to appropriate property; the crime (if any) is under the jurisdiction of the Economic Police Department," the document stated.
Therefore, considering that the denunciation of a crime is not within the jurisdiction of the agency; based on Articles 36, 145 and 146 of the Criminal Procedure Code, the Office of the Ho Chi Minh City Police Investigation Agency has transferred the criminal denunciation with related documents to the Economic Police Department for consideration and settlement according to its jurisdiction and notified the settlement results for monitoring.
Mr. S. also informed that yesterday (March 2), he worked with Tan Phu District Police, Ho Chi Minh City. "Mainly to provide information to clarify the case, and at the same time, to be reminded to prepare documents in advance to bring up. Tan Phu District Police also said that Ho Chi Minh City Police had transferred my complaint to the district for investigation," said Mr. S.
Not only parents, many foreign teachers at Apax Leaders also call for help because they are owed hundreds of millions of dong in salary.

Previously, as Thanh Nien Newspaper reported, a series of parents in Ho Chi Minh City sent a petition for help to authorities such as Ho Chi Minh City Police and Ho Chi Minh City Department of Education and Training because many Apax Leaders English centers cut off contact and did not refund tuition fees even though the commitment deadline had passed.
Recently, Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said on March 1 that the Department of Education and Training has completed the inspection process at the centers of the Apax Leaders English system in the area. After completing the inspection process of the facilities and at the request of the police agency, the Department of Education and Training transferred the documents including decisions and licenses related to the establishment and operation of this English system to the Ho Chi Minh City Police.
Because it is related to tuition fees, which is not a specialized matter under the authority of theeducation sector, the Department of Education and Training said it will closely monitor the developments of the incident and promptly coordinate with other relevant agencies in accordance with its functions and duties to resolve the incident of the Apax Leaders English system.
