Tho Xuan Commune was established on the basis of merging the natural area and population of Tho Xuan town, Xuan Hong commune, Xuan Truong commune and Xuan Giang commune, with a natural area of 27.4 km2 and a population of 34,346 people. The implementation of the Resolution of the 2020-2025 term Congress of localities, in addition to opportunities and advantages, also faces many difficulties and challenges. However, with the spirit of solidarity, innovation and creativity of the Party Committee and the People, important results have been achieved, specifically as follows:

The socio-economy has always been maintained and improved, the economic structure has shifted in the right direction, reducing the proportion of agriculture and fishery, increasing the proportion of industry, construction, services and trade. In particular, in 2025, the proportion of agriculture and fishery will be nearly 14%; industry - construction will account for nearly 47%; services - trade will account for 39.06%.

The program of building advanced new rural communes and model new rural communes has been implemented synchronously and extensively, creating a strong change in the awareness and actions of cadres, party members and people. Prioritizing economic development, transforming production areas, integrating culture - sports - environment - security... to increase income and improve the quality of life of the people.

State management of planning, planning, construction investment, and construction quality has been focused on; difficulties and obstacles related to construction materials and landfill materials have been resolved in implementing projects in the district.

Science - technology , digital transformation are widely applied in many fields, creating changes in production, business, service thinking... contributing to improving productivity, quality, efficiency, promoting economic development, meeting the needs of society. Digital transformation work has been focused on leadership, direction and achieved important results on all 3 pillars: digital government, digital economy and digital society; the online television system, TDOffice software put into operation has improved the quality of leadership, direction and operation.

Culture and society continue to have progressive changes, social security is ensured. National defense and security are maintained, social order and safety are stable. Party building and political system building work is strengthened.

The outstanding results achieved in the 2020-2025 period have created a breakthrough, contributing to the rapid and comprehensive development of Tho Xuan commune. This is demonstrated through the annual budget collection results in the area. Budget collection is implemented synchronously, effectively exploited in conjunction with nurturing and developing revenue sources. Budget expenditures ensure full regimes and policies and focus on spending on development investment. Credit activities are innovated and diversified, meeting the needs of the people. The material and spiritual life of the people is increasingly improved, the average income per capita in 2025 of the commune is estimated at 77.4 million VND/person. Poverty reduction work has achieved positive results. The rate of participation in universal health insurance reaches nearly 100%...

In the 2025-2030 term, with the motto of action "Solidarity - Responsibility - Breakthrough - Development", Tho Xuan commune is determined to strive to complete and exceed 26/26 main targets, including 12 economic targets, 8 socio-cultural targets, 2 environmental targets, 2 national defense - security targets and 2 targets on Party building.

To realize the set goals, the commune strives to effectively implement 5 main groups of solutions on socio-economics, national defense - security, foreign affairs; 3 groups of solutions on Party building and political system. At the same time, the Party Committee of the commune also sets out 3 key tasks on building a clean, strong Party organization, government, Fatherland Front, and socio-political organizations that operate effectively and efficiently; improving the capacity and responsibility of cadres, party members, civil servants and public employees to meet the requirements of the tasks in the new period; continuing to accumulate and concentrate land for agricultural development in the direction of large-scale commodity production, applying high technology, associated with building brands of agricultural products; effectively exploiting potentials and advantages, promoting the development of trade and services; completing the filling of Tho Nguyen industrial cluster (phase 1, 2), approved by competent authorities to expand the industrial cluster in accordance with the planning. Effectively implement three breakthroughs in building and perfecting a modern, synchronous economic and social infrastructure system; promote administrative reform, strongly improve the investment and business environment; promote digital transformation, build digital government, digital economy, digital society to create breakthroughs in productivity, quality and efficiency in all fields.

The 2025-2030 term is determined by Tho Xuan commune as a breakthrough and development term to join hands and contribute with the whole province and the whole country to enter a new era - the era of national development. It is believed that with the great efforts and determination of the entire Party and people, Tho Xuan commune will complete and exceed the targets set in the resolution; at the same time, soon reach the advanced NTM standards before 2030 and become a type V urban area before 2045.
