1,950 fishing boats in Binh Thuan receive support for VMS service subscription fees

At the 28th session (special session) - the People's Council of Binh Thuan province, term XI, on November 13, unanimously passed the Resolution on the policy of supporting subscription fees for satellite services for monitoring the journey of fishing vessels (VMS) in the province.

Accordingly, the support level for satellite service subscription fee to monitor fishing vessel journey is 175,000 VND/1 month/1 vessel. The total estimated support cost for about 1,950 fishing vessels in 3 years is more than 12.2 billion VND, an average of more than 4 billion VND/year, from the provincial budget.

The support period is 36 months, starting from January 1, 2025 through the service provider. Quarterly support is provided according to the contract signed between the service provider and the fishing vessel owner, with invoices from the service provider.

Fishing vessel owners eligible for support policies must simultaneously meet the following conditions: Fishing vessels with a maximum length of 15 meters or more registered in Binh Thuan province, with full documentation: Fishing vessel registration certificate; valid technical safety certificate; valid fishing license.

At the same time, there must be a contract for satellite service subscription to monitor fishing vessel journeys signed between the fishing vessel owner and the service provider, along with a service invoice; The journey monitoring device installed on the fishing vessel must maintain a continuous connection signal when operating at sea in accordance with regulations.

The Resolution also stipulates that fishing vessel owners are not entitled to support for satellite service subscription fees for monitoring fishing vessel journeys when they violate one of the following cases: Fishing vessels are administratively sanctioned for violations related to illegal fishing according to regulations. The period of non-support is 12 months, from the date of the decision on administrative sanction. Fishing vessels that are continuously on shore for 2 months (60 days) or more in a quarter are not entitled to support in that quarter.

The approval of the Resolution by the People's Council of Binh Thuan province on the policy of supporting subscription fees for the voyage monitoring satellite service (VMS) is one of the important contents in the effort to deploy the peak period against illegal, unreported and unregulated (IUU) fishing in the province.
