On the afternoon of August 5, in Hanoi , the Central Steering Committee on perfecting institutions and laws held a thematic meeting chaired by General Secretary To Lam, Head of the Steering Committee.
Attending the meeting were Comrade Pham Minh Chinh, Politburo member, Prime Minister, Deputy Head of the Steering Committee; Comrade Tran Thanh Man, Politburo member, National Assembly Chairman, Deputy Head of the Steering Committee; members of the Steering Committee and representatives of leaders of a number of central departments, ministries and branches.
The Steering Committee's thematic meeting took place in the context of 3 months of implementing Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era.
At the meeting, the Steering Committee discussed and commented on the Review Reports, proposing solutions to remove difficulties and obstacles caused by legal regulations. These included a report summarizing the review results and proposing solutions; Specialized reports in the fields of finance, investment, science, technology, innovation and digital transformation.
At the same time, discuss and give opinions on the report on "Orientation of legal framework for mobilizing and unblocking financial resources for economic development"; some major orientations on amending and supplementing the Land Law; Report on "Some orientations on preventing and resolving international investment disputes"; Outline of the Project "Improving the structure of Vietnam's legal system to meet the requirements of national development in the new era".
In addition, the Standing Office of the Steering Committee also reported a preliminary assessment of the ability to perform tasks of decentralization, delegation of authority, and determination of authority of local authorities and the results of 3 months of implementing Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo.
Concluding the meeting, General Secretary To Lam, Head of the Steering Committee, emphasized that the Steering Committee basically agreed with the recommendations of the Party Committee of the Ministry of Justice on the viewpoints and solutions to handle difficulties and obstacles according to the provisions of law; requested the Party Committees of ministries, ministerial-level agencies, the Party Committee of the Supreme People's Court, the Party Committee of the Supreme People's Procuracy, the Party Committee of the State Audit and relevant agencies to continue reviewing to propose solutions to difficulties, not to miss difficulties and obstacles due to legal regulations within the scope of the sector and field in charge. It is necessary to closely follow reality, focus on solving problems that are hindering development, ensuring the goal of basically completing the removal of "bottlenecks" due to legal regulations by 2025.
For recommendations and reflections that ministries and agencies agree are not difficult or problematic due to legal regulations, respond publicly and officially to let agencies, organizations, businesses and individuals with recommendations and reflections know; at the same time, focus on improving the effectiveness of guidance on the use of laws, propaganda and dissemination of educational laws.

General Secretary To Lam requested that the National Assembly Party Committee and the Government Party Committee direct advisory agencies to add 25/47 Laws to the National Assembly's 2025 Legislative Program, to be adopted at the 10th Session of the 15th National Assembly to immediately resolve issues related to the Law; requested the Government Party Committee to direct ministries and agencies to continue to complete the review results, ensuring accurate identification of the contents of 834 difficulties and obstacles and 21 contents of recommendations that do not agree on opinions between the Ministry of Justice and relevant ministries and branches to have specific solutions. The Party Committee of the Ministry of Agriculture and Environment shall preside over and coordinate with the Party Committee of the Ministry of Justice to develop a thematic report, review and propose solutions to remove difficulties and obstacles in the land sector, serving the amendment and supplementation of the Land Law at the Session.
The General Secretary also requested the Party Committee of the Ministry of Home Affairs to preside over and coordinate with the Party Committee of the Ministry of Justice to develop and complete a thematic report to review and propose solutions and difficulties and obstacles caused by legal regulations on decentralization, delegation of power, and division of authority in the administrative apparatus, especially in two-level local governments.
Propose that the Party Committee of the National Assembly, the Government, ministries and branches continue to direct the synchronous implementation of solutions to improve the quality of document review, drafting, appraisal, examination and approval of projects and draft legal documents associated with the responsibilities of the heads; it is necessary to thoroughly grasp and strictly implement the direction of the Politburo stated in Resolution 66, identifying the building and perfecting of legal institutions, inspection and supervision of the organization and implementation of laws as the key, continuous and regular tasks of central ministries and branches.
"The head of a ministry or ministerial-level agency directly leads and directs the work of law-making, and is primarily responsible for the quality of legal policies in the field of management; associated with the work of evaluating rewards and using cadres; and has sanctions and measures to deal with those who do not fully fulfill their responsibility of leading and directing the work of law-making," General Secretary To Lam emphasized.
Regarding the orientation of the legal framework for mobilizing and opening up financial resources for economic development, the Government Party Committee directed the Party Committee of the Ministry of Finance to continue researching and proposing specific solutions, especially the urgent revision, supplementation, and promulgation of new legal documents related to the completion of a synchronous, feasible, and practical legal framework in accordance with the provisions of the law, rules, and market, while ensuring the leading role, orientation, and supervision of the State to mobilize, allocate, and effectively use all legal resources from economic sectors, creating a breakthrough driving force to serve the double-digit growth target. This task also needs to be completed by 2025.
Regarding some major orientations on amending and supplementing the Land Law, the Steering Committee acknowledged the initial results in the report of the Party Committee of the Ministry of Agriculture and Environment. Through discussion, many opinions showed that there are still many problems that need to be amended, therefore, General Secretary To Lam requested the Government Party Committee to direct the Party Committee of the Ministry of Agriculture and Environment to coordinate with agencies to continue to complete the Report on some major orientations on amending and supplementing the Land Law.
Regarding the draft Outline of the Project "Perfecting the structure of Vietnam's legal system to meet the requirements of national development in the new era", General Secretary To Lam requested the Party Committee of the Ministry of Justice to urgently complete the Outline of the Project and organize research and implementation of tasks, in which it is necessary to focus resources, have appropriate approaches, closely coordinate with central departments, ministries, branches, and Committees of the National Assembly, mobilize the broad and substantial participation of leading experts, scientists, good and dedicated jurists and lawyers because the research results of the Project should be considered a premise for research to build a Strategy to build and perfect Vietnam's legal system in the new era.
In addition to the above contents, General Secretary To Lam suggested that based on the report on the results of the 3-month implementation of Resolution 66, central agencies, ministries, branches and localities need to closely follow the 2025 work program of the Steering Committee to carry out assigned tasks; assign the Central Inspection Committee to develop an implementation plan and supervise the implementation of Resolution 66, ensuring that the contents of the Resolution are seriously and effectively implemented.
