Proactively remove obstacles
According to the report of the Department of Ethnic Minorities and Religions of Tuyen Quang province (merging 2 provinces: Ha Giang and Tuyen Quang), the whole province has 15,868 temporary and dilapidated houses in need of support. As of the end of July 2025, the whole province has completed over 13,508 houses, of which the target of eliminating temporary houses for people with meritorious services on July 24 has been completed.
Despite many positive results, the goal of eliminating temporary and dilapidated houses in Tuyen Quang province is currently facing many obstacles. The reason is that many families eligible for support live in remote areas with difficult travel; material prices have increased...
In particular, there are still a number of households in the province that do not have legal land or lack the ability to respond. The province has been proactively implementing many solutions to overcome difficulties, determined to "reach the finish line" of eliminating temporary and dilapidated houses before August 31, 2025.

The family of Mr. Ly Van Thang, in Na Luong village, Tri Phu commune, is eligible for support to build a new house. However, the family's current residential land was given to them by their parents and has not been transferred yet, so the commune cannot support the demolition of the temporary house.
To resolve the problem, the commune's professional agencies proactively guided and supported Mr. Thang to complete the documents to be granted a land use right certificate. Thanks to that, his family has met the legal conditions to start construction of the "3-hard" house with support from the Program to eliminate temporary and dilapidated houses.
Like Mr. Thang’s family, in the new Tuyen Quang province, there are thousands of households stuck with legal procedures regarding land, leading to delays in the province’s progress in removing temporary houses. Faced with this reality, the province’s specialized agencies have closely coordinated with localities to find solutions for the people.
Most recently, in early July 2025, the Provincial Department of Agriculture and Environment established 4 Working Groups to support 124 Commune People's Committees in carrying out administrative procedures on land and operating land databases, in Decision No. 102/QD-SNNMT.
One of the tasks of the Working Groups is to support professional answers, remove obstacles in the implementation process; support the collection, standardization and updating of land data into the system.
Thanks to that, by the end of July 2025, Tuyen Quang had basically started construction on all temporary and dilapidated houses that needed to be demolished in the area. Currently, the whole province has 2,360 houses that have started construction in 67 communes; expected to be completed and handed over before August 31, 2025.

Open peak to remove temporary houses
Implementing the conclusion of the Prime Minister, Head of the Central Steering Committee at the 6th National Meeting on the implementation of the Program to eliminate temporary and dilapidated houses, Tuyen Quang province is resolutely taking action to complete the goal of completely eliminating temporary and dilapidated houses in the area on schedule. The province's consistent viewpoint is not only "having a house to live in" but also "having quality housing".
Recently, the People's Committee of Tuyen Quang province issued Document No. 601/UBND-VHXH on strengthening the implementation of eliminating temporary and dilapidated houses in the province. The Provincial People's Committee requested departments, branches, localities, members of the Steering Committee for the implementation of eliminating temporary and dilapidated houses in the province, communes and wards to focus on synchronously implementing key tasks to complete the elimination of temporary and dilapidated houses in the province according to the set plan before August 31, 2025.
The house of a poor family in Tuyen Quang is gradually being completed thanks to support from the Program to eliminate temporary and dilapidated houses.
In particular, the Provincial People's Committee assigned the Department of Ethnic Minorities and Religions to take the lead in advising on the development of a Peak Plan from August 1 to August 31, 2025, with the principle of "6 clear": Clear people, clear work, clear authority, clear responsibility, clear time, clear results. At the same time, coordinate with units to review and accurately update data on households needing support and monitor the construction progress every day; assign the People's Committees of communes and wards to review, summarize the implementation results, and report to the Department of Ethnic Minorities and Religions of Tuyen Quang province before August 15, 2025.
For communes and wards that have not completed the plan after the merger, the Provincial People's Committee requires urgent completion of the Commune-level Steering Committee, with the Party Secretary as Head of the Committee and the People's Committee Chairman as Deputy Head of the Steering Committee to eliminate temporary and dilapidated houses; at the same time, assign specific tasks to each member according to the "6 clear" principle, closely monitor each household to have appropriate support solutions...
The Department of Finance is responsible for advising on balancing resources to promptly provide financial support to households that have built houses but have not yet received support. The Provincial Military Command and the Provincial Police, based on the request of the commune and ward, will mobilize forces to help with labor and ensure construction progress.
The province is also proposing to central ministries and branches to supplement capital sources, while continuing to mobilize businesses and charitable organizations to ensure that no household is left behind. With the highest political determination, Tuyen Quang province is making every effort to complete the goal of eliminating temporary and dilapidated houses in the area before August 31, 2025.
