Pursuant to Decision No. 88/QD-TTg dated January 20, 2017 of the Prime Minister on approving the Project on Strengthening the capacity to manage and effectively enforce the law on copyright and related rights protection until 2020, with a vision to 2025, the Department of Culture, Sports and Tourism of Thai Nguyen province has advised the Provincial People's Committee to issue Decision No. 621/QD-UBND dated May 9, 2017 of the Provincial People's Committee on promulgating the Plan to implement the Project on strengthening the capacity to manage and effectively enforce the law on copyright and related rights protection until 2020, with a vision to 2025 in the province.
In addition, departments, branches, People's Committees of districts and cities organize propaganda to people and businesses, organizations on the Law on Intellectual Property dated November 29, 2005; Law amending and supplementing a number of articles of the Law on Intellectual Property dated June 19, 2009; Law amending and supplementing a number of articles of the Law on Insurance Business, Law on Intellectual Property dated June 14, 2019 and Law amending and supplementing a number of articles of the Law on Intellectual Property dated June 16, 2022; implementing Decree No. 17/2023/ND-CP dated April 26, 2023 of the Government detailing a number of articles and measures to implement the Law on Intellectual Property on copyright and related rights. Thereby, in recent years, cases of infringement of copyright and related rights have been limited.

Currently, the Department of Culture, Sports and Tourism has assigned 01 civil servant to concurrently manage and enforce the law on copyright and related rights. Every year, Thai Nguyen Newspaper, Radio and Television has allocated funds appropriate to the unit's conditions to carry out copyright work, specifically: On average, each year, Thai Nguyen Newspaper, Radio and Television invests 2,625,500,000 VND to purchase copyrights for international general information television from the international news agency Thompson Reuters, copyrights for domestic news and bulletins with the Center for Digital Content and Communications (Vietnam News Agency), copyrights for using Vietnamese music copyrights; copyrights for Vietnamese films, foreign films, children's cartoons; copyrights for Audio music (radio).
From 2018 to July 2025, the Department of Culture, Sports and Tourism organized 05 professional training courses to integrate instructions and disseminate contents related to intellectual property in the field of copyright and related rights for cultural management staff at provincial and district levels and cultural staff at communes, wards and towns. This also contributed to improving the management capacity of the staff working in culture and directly managing and enforcing the law on copyright and related rights from the province to the grassroots level.
Units and localities have carried out extensive propaganda on mass media so that cadres, civil servants, public employees and people can clearly understand the provisions of the law on copyright and related rights; opened 03 columns introducing the law on copyright and related rights, the Law on Intellectual Property; The provincial press agencies have produced many news, reports, radio and television programs, many news and articles posted on printed newspapers, electronic newspapers as well as digital platforms to propagate the provisions of the law on copyright and related rights with key propaganda contents such as: the work of building and perfecting policies and laws on the management and enforcement of copyright and related rights protection; promulgated legal documents on the management and enforcement of copyright and related rights protection; the use and exploitation of copyrighted works.
In addition, the Public Administration Service Center of the province and localities is directly the focal point for providing online public services to people, organizations, and businesses on all information, services, and public administrative utilities; receiving and handling all online administrative procedures; digitizing records and documents associated with administrative procedure reform at the local level, including digitization activities to ensure the management and enforcement of copyright and related rights in the area.
During the past time, the Department of Culture, Sports and Tourism has coordinated with sectors and localities to strengthen inspection and examination of the management and enforcement of copyright and related rights for organizations and individuals doing business in cultural services and activities related to copyright in localities in the province. Every year, the Interdisciplinary Inspection Team of Culture, Sports and Tourism coordinates with relevant units to organize inspections and examinations of cultural, sports, tourism and advertising activities, including inspection of the enforcement of copyright and related rights.
As a result, individuals and organizations operating in the fields of fine arts, photography, exhibitions, advertising; cultural service businesses... have basically strictly implemented regulations on copyright and related rights when using works, audio and video recordings; performing arts activities in the province have been notified and permitted by the management agency; individuals and organizations related to copyright have complied well when using works.
In order for the enforcement of copyright protection laws to have positive effects in all aspects, Thai Nguyen province proposes: The Ministry of Culture, Sports and Tourism should pay attention to organizing training courses on Intellectual Property Law and Copyright Law for officials working in state management at the grassroots level; Strengthening the management and enforcement of copyright and related rights in cyberspace, to ensure the enforcement of copyright and related rights in cyberspace; Supporting the construction of a shared digital database on intellectual property (including copyright) at the provincial level to serve the management and handling of violations.
