The Ministry of Transport proposes that inspection facilities conduct motorcycle emission testing.

(CLO) The Ministry of Transport has just proposed an important draft decree on expanding the functions of inspection facilities, allowing these units to conduct motorcycle emission inspections, a new step to reduce environmental pollution from road vehicles.


Motorbikes are the main means of transport for Vietnamese people, with tens of millions of them in circulation every day. However, air pollution, especially in big cities, is becoming an urgent problem.

To deal with this problem, the Ministry of Transport is drafting a decree that clearly states the new function of inspection facilities is to conduct emission testing for motorbikes and issue environmental protection certificates.

The Ministry of Transport has proposed that the following facilities conduct inspections of motorbikes: Figure 1

Proposal to allow inspection facilities to conduct motorcycle emission testing

According to the draft, inspection facilities are units licensed to conduct emission inspections for motorbikes, including motorcycles and mopeds. These units can be enterprises, cooperatives or public service units established in accordance with the provisions of law.

To ensure transparency and efficiency, the draft decree clearly stipulates the conditions that motorcycle emission inspection facilities must meet.

In terms of facilities, the emission testing area must be fully equipped with testing equipment according to national standards, ensuring convenience for the testing process without hindering other activities. These devices must also comply with legal regulations on measurement, ensuring accurate and objective testing results.

In addition, the inspection facility must ensure that there is at least one inspector who meets professional requirements, has at least graduated from a technical secondary school and has been trained and certified as an inspector according to the regulations of the Ministry of Transport. The person who signs the emission inspection certificate must be the head of the facility or an authorized person, ensuring responsibility for the inspection results.

The draft decree also emphasizes the principle that emission inspection activities must ensure independence, objectivity and transparency. Facilities are only allowed to conduct inspection activities after being granted a Certificate of eligibility for motorcycle emission inspection activities. In particular, for mobile emission inspection facilities, the inspection must be carried out safely and without affecting traffic.
