The Ministry of National Defense has issued Circular No. 81 regulating the management, provision and use of applications, services and information on the Internet in the Ministry of National Defense .
The Circular applies to agencies, units, organizations and individuals involved in the management, provision and use of applications, services and information on the Internet in the Ministry of National Defense.
Remove violating information within 1 hour
According to the circular, the Ministry of National Defense's Electronic Information Portal is an official, centralized information channel, a focal point for connecting and publicizing information of the Ministry of National Defense on the Internet, with access addresses at https://mod.gov.vn or https://bqp.vn.
Notably, Circular No. 81 clearly regulates the provision and sharing of information on social networks.
Specifically, agencies, units, organizations and individuals under the management of the Ministry of National Defense, when participating in providing and sharing information on social networks, are responsible for understanding and complying with the terms and conditions of use of the social network service provider before registering to participate; social network users for personal purposes must not use information related to agencies and units when registering and setting up accounts.
Only share information from official and reliable sources; do not post or share information that is classified as a state secret, information that violates the law, insults the honor or reputation, or affects the rights and legitimate interests of agencies, units, organizations, and individuals inside and outside the military.
When discovering that a social network account has been lost or hijacked, or discovering information that violates the law, information on the list of state secrets, or fabricated information that negatively affects the reputation of the Party, State, or military, it is necessary to immediately notify the specialized information technology force or the military security force for coordination in handling.
Prevent and remove information that violates the law or untrue information that negatively affects the reputation, rights and legitimate interests of other organizations and individuals posted on their social network accounts within 1 hour of receiving a request by phone, text or other form of communication from Command 86, the Military Security Protection Department or competent agencies and individuals.
Prohibit account names that are the same as those of state agencies or the Ministry of National Defense
The Circular also details the command of agencies and units responsible for setting up social network accounts and providing content on social networks for activities related to the tasks of the agency or unit; management and licensing are carried out as for electronic information pages.
Agencies, organizations, and individuals are not allowed to name their accounts the same or identical to the names of press agencies, state agencies, or other agencies within the Ministry of National Defense, or use words that can be confused with press agencies, state agencies, or agencies under the Ministry of National Defense.
Circular No. 81 takes effect from September 15, 2025 and replaces Circular No. 110/2014/TT-BQP of the Minister of National Defense on regulations on management, provision and use of Internet services in the military.
