Telegram CEO returns to Dubai after more than 6 months of investigation in France

(CLO) After more than 6 months stuck in France due to legal charges, Telegram founder and CEO Pavel Durov has returned to Dubai (UAE) - at least for a few weeks.


The 40-year-old billionaire was arrested at Le Bourget airport outside Paris last August over Telegram’s alleged refusal to cooperate with investigations into illegal activity. French authorities later released Durov on a €5 million bail, with the condition that he remain in France and report to local police twice a week.

On Monday (March 17), French prosecutors said investigators in the case had temporarily relaxed Durov's bail terms for three weeks — until April 7 — but no agreement had been reached to resolve the preliminary charges against the Telegram CEO. It is unclear why France has relaxed Durov's bail at this time.

Durov, who was born in Russia, said on his Telegram channel on Monday that he was happy to return home to Dubai, where the messaging app is currently headquartered. In 2021, both France and the United Arab Emirates (UAE) granted Durov citizenship.

After his arrest last year, the tech entrepreneur denied that his app had refused to cooperate with police or that it was an “ anarchist haven” for criminals.

Durov's departure from France — albeit temporarily — is a new twist in one of the most bitter battles between tech companies and governments over how much responsibility these companies and their CEOs should bear for illegal activity on their platforms.

Following Durov's arrest, police officials and prosecutors in Europe said Telegram had begun to cooperate extensively with law enforcement requests for user information in criminal cases.
