Overview of the Congress.
Strengthening the role of focal point in institutionalizing national science and technology policy
Reporting at the Congress, comrade Nguyen Tien Tai, Deputy Director of the Department of Science, Technology and Engineering, said that during the 2022 - 2025 term, the Party Cell has promoted its role as a political nucleus, comprehensively leading all aspects of professional work, especially in advising on institutional building and perfecting science and technology (S&T) policies.
Many fundamental policies have been developed and submitted for promulgation by the Party Cell, making an important contribution to the orientation of national science and technology development in the new period. Notably, the project "Development and application of biotechnology to serve the country's sustainable development in the context of the fourth industrial revolution" was developed and reported to the Ministry of Science and Technology to submit to the Politburo and the Secretariat. On that basis, the Politburo signed and issued Resolution No. 36-NQ/TW dated January 30, 2023 on the development and application of biotechnology to serve the country's sustainable development in the new situation;
The Party Cell also presided over the development and advised the Ministry of Science and Technology to submit to the Government for promulgation Decree No. 10/2024/ND-CP regulating high-tech zones; coordinated with relevant units to develop and submit to the National Assembly the draft Law on Science , Technology and Innovation (KH,CN&DMST); submitted to the Prime Minister for promulgation Decision No. 14/2023/QD-TTg on the list and roadmap for eliminating outdated energy-using equipment and vehicles; and advised on the promulgation of many circulars guiding the management of high-tech programs, national products and investment criteria for R&D facilities.
In addition, the Party Cell is also the focal point for monitoring 16 national science and technology programs; implementing many tasks in key areas such as national defense - security, medicine, agriculture, and basic industry. Many research results have been transferred into practice, contributing to increasing export value, promoting localization and mastering important technologies.

In addition, the Party Cell frankly acknowledged the shortcomings and at the same time highlighted efforts in upholding the Party's organizational principles, promoting democracy, transparency, responsibility and innovation in performing tasks. The work of Party development, inspection, supervision and personnel planning was also carried out systematically, contributing to creating a solid foundation for professional leadership.
On behalf of the Party Cell, Comrade Ly Hoang Tung, Deputy Director of the Department of Science, Technology and Engineering, presented the Review Report to the Congress.
Promoting the role of policy creation and modernizing science and technology management
Speaking at the Congress, Comrade Nguyen Phu Hung - Party Cell Secretary, Director of the Department of Technology emphasized that the Party Cell continues to maintain its central role in institutionalizing and implementing science and technology policies. Not only building laws, the Party Cell must play a role in creating an environment for innovation, promoting regional and industry linkages, and promoting effective management of high-tech zones.

With high consensus, the Congress unanimously passed the Resolution of the Party Cell for the 2025-2027 term, which identified the general goal of perfecting and modernizing the scientific management system towards transparency and efficiency, taking results and practical impacts as the yardstick; promoting autonomy and creativity in research, strengthening the connection between subjects in the S&T and innovation ecosystem, thereby making scientific management a strategic tool for socio-economic development, national defense and security and international integration. The Party Cell continues to strengthen the building of a clean and strong Party, promoting the leading role in the development of S&T, innovation and digital transformation, contributing to realizing the goal of making Vietnam a developed country by 2045.
Key targets include: completing 100% of assigned tasks, developing and submitting the High Technology Law Project (amended), 100% of Party members completing their tasks. Task groups and solutions focus on: effectively implementing major resolutions on science and technology, building a system of output assessment indicators, strengthening high technology management; at the same time, promoting ideological work, organizing cadres, Party building and mass activities to ensure the comprehensive and sustainable development of the Party Cell in the coming period.
