Specifically, Clause 4, Article 5 of the Law on Belief and Religion stipulates that prohibited belief and religious activities include: Violating national defense, security, national sovereignty , social order and safety, and the environment;
Violating social morality; violating the body, health, life, property; insulting the honor and dignity of others;
Obstructing the exercise of citizens' rights and obligations; dividing nations; dividing religions; dividing people with beliefs or religions from people without beliefs or religions, and between people with different beliefs or religions.

Along with that, Clause 5, Article 5 of the Law on Belief and Religion stipulates that taking advantage of belief and religious activities for personal gain is also prohibited.
Decree No. 95/2023/ND-CP stipulates that based on the nature, level of violation and ability to overcome the cause leading to the suspension of the religious organization or affiliated religious organization, the decision-making agency shall determine the suspension period but not exceeding 24 months.
The decision to suspend all religious activities must be in writing, clearly stating the name of the organization, representative, headquarters of the religious organization, affiliated religious organizations; reasons for suspension; duration of suspension; responsibility for remedying the causes leading to the suspension.
Authority to suspend all religious activities of religious organizations and affiliated religious organizations: a) Provincial People's Committee suspends all activities of religious organizations and affiliated religious organizations operating in a province;
b) The central state management agency for beliefs and religions issues a decision to suspend all activities of religious organizations and affiliated religious organizations operating in many provinces.
Before deciding to suspend all activities of a religious organization or affiliated religious organization, the competent state agency shall have the responsibility to inspect and conclude whether the religious organization or affiliated religious organization has seriously violated one of the cases specified in Clause 4 and Clause 5, Article 5 of the Law on Belief and Religion.
