On July 28, 2025, Permanent Vice Chairman of the Provincial People's Committee Nguyen Van Thi signed and issued Official Dispatch No. 12157/UBND-THDT conveying the direction of the Chairman of the Provincial People's Committee on proactively coordinating to remove difficulties and obstacles in the operation of the 2-level local government model.

According to the content of the document, in the past time, the Government , ministries, departments, branches, central agencies; People's Councils, Provincial People's Committees, provincial departments, branches, have issued many documents regulating and guiding the decentralization, delegation, and division of authority between the government and localities, between the provincial and communal levels, ensuring the operation of the 2-level local government model.

Through preliminary assessment, the basic apparatus operates well, without major problems, civil servants initially adapt and perform well assigned duties and tasks; work processing procedures are relatively smooth;...

However, through monitoring and resolving difficulties and problems of communes and wards since July 1, 2025, it has been shown that there are many contents that the People's Committees of communes and wards have mentioned as difficulties and problems, but in reality, they have been regulated very specifically and clearly in legal documents, directive documents of the Provincial People's Committee, the Chairman of the Provincial People's Committee and guidance documents of specialized agencies under the Provincial People's Committee. When it is necessary to resolve specific professional tasks, the People's Committees of communes and wards do not directly contact, exchange or send documents directly to provincial departments, branches and sectors as prescribed for immediate exchange and guidance, but only send documents to the Provincial People's Committee, the Chairman of the Provincial People's Committee to request the assignment of provincial departments, branches and sectors to guide and advise on resolving those difficulties and problems. This slows down the process of reviewing and resolving difficulties and problems at the grassroots level during the operation of the 2-level local government model.

To overcome the above situation, the Chairman of the Provincial People's Committee requested that in the process of handling work, in case of difficulties or problems, the People's Committees at the commune level, departments and units under the People's Committees at the commune level must focus on studying legal documents and instructions from provincial agencies to proactively resolve them in accordance with the correct order, procedures and authority as prescribed by law; not to avoid or push the work under their authority and responsibility to provincial agencies.

For difficult and complicated issues, the Chairman and Vice Chairmen of the People's Committee at the commune level must directly study the records, documents and relevant legal regulations; at the same time, coordinate with the Standing Committee of provincial departments, branches and sectors to discuss and reflect to ensure timely resolution of arising issues, serving people and businesses in accordance with the law.

For specific professional tasks, within the functions and tasks of provincial departments, branches and sectors, the People's Committees of communes and wards are required to discuss and report directly to relevant provincial professional agencies.

For provincial departments, branches and sectors, continue to publicize information of the Standing Unit so that communes and wards can easily access, exchange and reflect when encountering difficulties and problems. Immediately upon receiving difficulties and problems of communes and wards, it is necessary to promptly study, guide and support localities to ensure timely resolution of those difficulties and problems; proactively issue general guidance documents for communes and wards on common difficulties and problems; advise, propose and report to the Provincial People's Committee and the Chairman of the Provincial People's Committee on issues beyond their authority.
