Tax authorities want to manage business households' cash flow

Tax authorities will manage cash flow through the management of business invoices, thereby ensuring transparency and fairness in the implementation of tax obligations.

That is the affirmation of Mr. Mai Son, Deputy Director of the Tax Department (Ministry of Finance), related to the current hot issue that from June 1, business households with revenue from 1 billion/year and belonging to 6 groups of industries as prescribed in Decree No. 70 will have to issue electronic invoices generated from cash registers connected to data with tax authorities, instead of paying lump-sum taxes.

Through invoices to manage business cash flow

At the conference to meet with press agencies to celebrate the 100th anniversary of Vietnam Revolutionary Press Day in Ho Chi Minh City held today, June 18, Mr. Mai Son said that in the strategy to reform the tax system, electronic invoices are the core issue.

According to Mr. Son, during the implementation process, there were sometimes strong reactions from businesses, such as gasoline bills. However, with perseverance and solid implementation, up to now, the implementation of invoices for gasoline business activities has basically met the requirements.

The final route to facilitate taxpayers is electronic invoices from cash registers connected to tax authorities. Tax authorities will manage cash flow through the management of business invoices, thereby ensuring transparency and fairness in the implementation of tax obligations.

"Managing electronic invoices is essentially managing cash flow in production and business activities," Mr. Mai Son affirmed.

According to Mr. Mai Son, only 37,000 households out of a total of 3.6 million business households are required to apply electronic invoices from cash registers that have data connections with tax authorities, not all business households.

"Research in the world does not have the form of business households, but they often choose the form of micro-enterprises. International practices will be referred to by the tax industry for application, the ultimate goal is to promote transparency.

If there are 10 businesses, some of which are of unknown origin, it will unfairly affect the remaining businesses. People will have to buy products that do not guarantee quality. From the tax industry's perspective, recent changes in tax policy will promote a more transparent and fair business environment," Mr. Son emphasized.

The tax department encourages business households to transform into micro-enterprises. This transformation process can be likened to "building a house". Initially, it may be messy, full of sand, mortar, and cement, but when completed, it will create a beautiful space - a more transparent, favorable, and fair business environment for everyone.

"We also accept the comments from business households that there must be a very simple accounting system, only needing a computer or phone, performing a few operations to complete tax reports without having to hire an accountant.

At the same time, the tax sector will adjust policies accordingly to encourage business households to become enterprises. The goal is to try as much as possible not to disturb the current lives of business households that want to become micro-enterprises," Mr. Mai Son affirmed.

Regarding the issue that many business households are currently worried about, which is collecting additional taxes on excess revenue from previous tax periods, Mr. Mai Son affirmed that additional taxes will only occur when the tax authority has valid evidence that the business household has had business activities but did not declare or declared dishonestly in the past.

For example, there are cases where business households register as grocery stores but in reality have online sales activities on e-commerce platforms with very large revenue, exceeding 50% of the contracted revenue.

"When the tax authority scans and verifies the actual cash flow from these activities, there is a solid legal basis to collect the tax that was missed in previous tax periods. This is law enforcement for business activities that have taken place, not a new regulation," said Mr. Mai Son.
