The congress was attended by 117 delegates, representing nearly 1,000 party members in the entire Party Committee.

Speaking at the opening of the Congress, Member of the Government Party Executive Committee, Secretary of the Party Committee of the 3rd term, Chairman of the Board of Directors of the Vietnam Development Bank Le Van Hoan said that in the past term, the Party Committee of the Vietnam Development Bank led the Party Committee to overcome difficulties and challenges, maintain stable operations, and basically achieve the goals set out in the Resolution of the 3rd Congress, term 2020-2025.
According to the Political Report, for the 2020-2025 term, VDB has focused on debt collection. In 2024 and the first 6 months of 2025, VDB has implemented new project loans according to Decree 78/2023/ND-CP; outstanding loans in the first 6 months of 2025 increased by 0.2% compared to the end of 2024. The difference between revenue and expenditure has improved significantly over the years.
Implementing the Prime Minister's direction, in the 2020-2021 period, VDB has reduced the number of transaction offices and branches to 30 and reduced the number of departments at the head office to 14 by the end of 2021. In 2025, after restructuring, VDB will have 12 units under the Development Bank and 29 branches/transaction offices.
Party building work in the Party Committee has achieved many outstanding results. The VDB Party Committee has led and directed its subordinate Party cells and Party Committees to innovate methods and improve the leadership capacity of Party Committees; well implemented political and ideological education, and professional ethics education, considering it a key task to help cadres, Party members and workers raise awareness, always feel secure and confident in the leadership, direction and sustainable development of the system, thereby creating consensus throughout the system.

In his speech directing the Congress, Member of the Standing Committee of the Government Party Committee, Deputy Prime Minister Ho Duc Phoc stated that this Congress is an extremely important political event, demonstrating the spirit of innovation and creativity in the new era, the era of national development. At the same time, the Congress will orient the development of VDB in the coming time.
Assessing that the Vietnam Development Bank has made many strong and comprehensive changes and made breakthroughs in both leadership and implementation of political tasks and in Party building work, the Deputy Prime Minister also emphasized: The Vietnam Development Bank is a policy bank serving the State's development investment, implementing preferential credit programs to support enterprises, investing in essential sectors and socio-economic development in areas assigned by the Government.
Therefore, the heavy task requires the Party Committee to strive, unite, innovate, overcome all difficulties and limitations as pointed out in the report at the Congress, and implement many important breakthrough solutions for VDB to develop sustainably, improve income and life of cadres and workers.
Affirming that the Standing Committee of the Government Party Committee also agreed to highly appreciate the quality of the draft documents of the Party Executive Committee submitted to the Congress and the Party Committee's records submitted to the Congress, including the personnel plan, Deputy Prime Minister Ho Duc Phoc suggested that in the 2025-2030 term, VDB needs to focus on building a highly united, clean, and strong Party organization, improving the leadership capacity and fighting strength of the Party organization, Party committees, cadres, and Party members, and performing well the task of Party building, identifying this as a key task that determines the successful implementation of the tasks of the term.
