The conference was held in a combination of live and online formats from the Ministry of National Defense headquarters to 53 locations throughout the army.
Speaking at the conference, General Phan Van Giang acknowledged and commended the efforts of officers and soldiers throughout the army in the first 6 months of 2025, achieving very good results and excellently completing many tasks.

Regarding the tasks for the last 6 months of 2025, General Phan Van Giang requested agencies and units to thoroughly grasp and seriously implement the "3 focuses" and "3 drastic measures" according to the direction of General Secretary To Lam at the 14th Central Military Commission Conference and the conclusion of the Prime Minister.
In addition, focus on performing well the function of strategic advice to the Party and State on military and national defense. The focus is on improving the capacity of research, strategic forecasting, correctly assessing the situation, advising the Party and State on planning military and national defense policies and strategies to meet the requirements of the task of protecting the Fatherland, promptly handling situations, avoiding being passive and surprised.
Units closely coordinate with ministries, branches and localities to direct the effective implementation of military and defense work; mobilize and effectively use resources to build a national defense for all people, defense of military regions and defense areas, attach importance to building a solid "people's heart position"; improve the overall quality and combat strength of the army; strictly maintain combat readiness, firmly protect territorial sovereignty; coordinate to maintain security and order nationwide.
Strengthen control and prevention of illegal entry and exit at borders, seas and islands; maintain naval forces, border guards, coast guard, fisheries surveillance, and militia fleets on standby ready for combat in key sea areas.
In addition, direct the drills to ensure strictness, safety, and closeness to reality, especially joint rescue drills with Laos and Cambodia. Strengthen night training, advanced situational training, training in the use and mastery of weapons and equipment in the establishment, especially new and modern weapons and equipment, to improve the mobility of the troops; do a good job of training the forces participating in the parade, marching to celebrate the 80th anniversary of the August Revolution and National Day, September 2.
General Phan Van Giang also requested the entire army to effectively deploy logistics - engineering, defense industry, cryptography, science, military terrain, and standards, measurement and quality.
