Awakening the processing industry

After the merger, Phu Tho province has a large area, abundant resources and especially outstanding strengths in agricultural production. This is an important foundation for the locality to promote the development of the agricultural processing industry - a field that plays a key role in the strategy of increasing added value, creating momentum to transform the rural growth model towards sustainability and modernity.

Phu Tho is the convergence of three regions with different geographical conditions, climates and products, but they complement each other very naturally. Hoa Binh is a mountainous region with large land and a temperate climate, suitable for temperate vegetables, specialty fruit trees, medicinal plants and free-range livestock. Products such as Cao Phong oranges, Tan Lac red grapefruit, Lac Son hill chickens, Muong beef or Luong Son organic vegetables have long been highly appreciated for their quality.

Meanwhile, the old Phu Tho is a midland region with a long tradition of agricultural and forestry production. It has strengths in tea, cassava, specialty rice, planted forest wood, bamboo and rattan products, and a river system that is convenient for transportation. Large raw material areas such as Thanh Ba tea, Ga Gay sticky rice, Ha Hoa tapioca starch... are all important agricultural granaries that can supply for deep processing.

In Vinh Phuc , although it is famous for its manufacturing industry, there are still quite strong agricultural areas such as Song Lo, Lap Thach, Tam Dao with advantages in fruit trees, livestock and clean vegetable raw material areas serving urban areas.

The merger creates a new development space, where three agricultural economic regions can form a closed, interconnected and mutually supportive raw material belt. This is a rare advantage for developing the agricultural processing industry in a systematic, large-scale and sustainable manner.

However, the reality shows that the agricultural processing industry of all three provinces still has many limitations. The scale of production facilities is mainly small, fragmented, and manual. Processing technology is outdated, not meeting the requirements of the modern market, leading to high post-harvest losses and unstable product quality.

In addition, the connection between raw material areas - processing enterprises - consumption markets is still loose and unsustainable. Many agricultural products have large output but cannot find stable output, are forced to lower prices or have to be consumed fresh at low value. The phenomenon of "good harvest, low price" still recurs every year.

Another problem is the lack of branding for processed products. Many local specialties are of good quality but have not been standardized, have no geographical indications or collective trademarks, making them less competitive, especially when introduced into modern distribution systems.

Along with that, the infrastructure serving processing - preservation - logistics in production areas is still very limited. Except for some industrial zones, most mountainous and midland areas do not have a system of modern processing factories, lack cold storage, and lack distribution centers. These factors prevent the agricultural processing industry from playing a leading role in the agricultural value chain.

In that context, Phu Tho province has identified agricultural processing industry as one of the key directions to effectively exploit agricultural resources, increase people's income and promote economic growth in rural areas. The planning for the development of the processing industry is being oriented towards dynamic economic zones, suitable to the conditions of each locality.

Accordingly, the Northwest region, including localities of the former Hoa Binh province such as Tan Lac, Da Bac, Lac Son, will be given priority to develop facilities for processing temperate fruits and vegetables, medicinal products and traditional foods such as dried meat and local wine. Factories here are encouraged to apply biotechnology, clean processing, and low emissions to suit the mountainous ecological environment.

The central area, including areas such as Thanh Son, Thanh Ba, Ha Hoa, Lam Thao, and old Cam Khe - where many raw material areas such as tea, cassava, and rice are concentrated - will form deep processing centers, starch processing, tea for export, and naturally fermented products. Convenient traffic infrastructure thanks to the proximity to Noi Bai - Lao Cai highway and Hanoi - Yen Bai railway is an ideal condition for connecting goods consumption to major centers.

The Eastern and Southeastern regions, including areas of the former Vinh Phuc province such as Tam Dao, Lap Thach, and Yen Lac, will develop high-quality agricultural processing and preservation centers to serve the domestic and export markets. This is also an area that can develop agricultural logistics, cold storage, insulated transportation, and business support services.

To realize this strategy, the province needs to focus on a number of fundamental solutions. First of all, planning concentrated raw material areas for each key product group, ensuring stability and a large enough scale to serve processing plants. At the same time, encouraging chain linkage models between enterprises, cooperatives and farmers to ensure the harmony of interests of all parties, and good control of product quality and output.

Along with production organization, there should be strong policies to attract investment in the processing industry. The province can build small and medium-sized agricultural processing industrial clusters in key areas, and at the same time issue preferential support mechanisms on land, loans, technology transfer, and labor training. In particular, the application of new technology in processing - preservation - packaging should be given top priority to increase added value and meet domestic and foreign market standards.

Another noteworthy direction is to develop OCOP products and build brands for products processed from local specialties. In fact, many agricultural products can only increase their value many times after being processed, packaged, and branded. Brand development needs to go hand in hand with geographical indication protection, collective trademark registration, and promoting communication on digital platforms.

In addition, the province needs to support small businesses and agricultural startups to access technology, connect to markets, and train business skills. The formation of a startup ecosystem in the food processing sector will be an important lever to attract young, creative people to return to the countryside to get rich in their homeland.

An equally important factor is developing human resources to serve the agricultural processing industry. Vocational schools and colleges in the area need to adjust their training programs, adding occupations related to food technology, preservation techniques, agricultural logistics, etc. At the same time, strengthen the connection between businesses and schools to train according to market needs.

Phu Tho is facing a great opportunity to make a breakthrough in the field of agricultural processing - an industry that not only brings economic value but also contributes to the quality of agricultural and rural growth. Turning potential into reality, turning agricultural products into value, that is the path that the province needs to persistently pursue to gradually affirm its position on the national agricultural economic map in the new development stage.
