Proposal to invest 7,437 billion VND to upgrade 77 km of Tuyen Quang - Ha Giang expressway

The Tuyen Quang - Ha Giang Expressway Project (Phase 2), the section through Tuyen Quang province, aims to widen the 77 km roadbed of Phase 1 from 12m to 25.25m, the road surface reaching the standard 4-lane expressway scale.

The People's Committee of Tuyen Quang province has just issued Report No. 18/BC - UBND to the Prime Minister on the implementation of the Tuyen Quang - Ha Giang Expressway Project (Phase 1), the section passing through Tuyen Quang province and proposed an investment plan for the Tuyen Quang - Ha Giang Expressway Project (Phase 2), the section passing through Tuyen Quang province.

The most notable highlight in Report No. 18 is that the People's Committee of Tuyen Quang province proposed the Prime Minister to allow the investment in completing the Tuyen Quang - Ha Giang expressway, the section passing through Tuyen Quang province with a total length of 77km, reaching a scale of 4 lanes, design speed of 100km/h (according to the expressway standard TCVN 5729-201).

Specifically, the People's Committee of Tuyen Quang province requested the head of the Government to continue implementing the Tuyen Quang - Ha Giang Expressway Project (phase 1), the section through Tuyen Quang province according to the approved documents. At the same time, carry out investment procedures for a new project, "Tuyen Quang - Ha Giang Expressway Project (phase 2), the section through Tuyen Quang province".

The Tuyen Quang - Ha Giang Expressway Project (Phase 2) aims to expand the 69.7km roadbed of the approved Phase 1 from 12m to 25.25m and invest in a new 7.3km (the section of Phase 1 used by the Road Construction Project from My Lam Mineral Spring Tourist Area to National Highway 2D connecting with the Tuyen Quang - Phu Tho Expressway) with a 25.25m wide roadbed.

The cross-section of the entire 77km completed roadbed is 25.25m wide; the road surface has 4 lanes for motor vehicles, 4x3.75m; the median strip is 0.75m; the inner safety strip is 2x1m; the emergency lane is 2x3m; the shoulder is 2x0.75m.

With the above investment scale, the Tuyen Quang - Ha Giang Expressway Project (phase 2) has a total investment of 7,437 billion VND, allocated from the central budget.

The project implementation period is from 2024 to 2026, in which the work of preparing, appraising and approving the investment policy will be completed in March 2024; the preparation, appraisal and approval of the feasibility study report will be completed before May 2024; the preparation, appraisal and approval of the technical design and construction drawings will be completed before September 2024; site clearance for the new 7.3km section will be completed before October 2024; contractor selection will be organized and construction will start in October 2024; the project will be completed and put into operation in December 2026.

Because the Prime Minister has assigned the People's Committee of Tuyen Quang province as the managing agency for the Phase 1 project, the People's Committee of Tuyen Quang province requests the Prime Minister to continue assigning Tuyen Quang province as the managing agency for the Tuyen Quang - Ha Giang Expressway Project (Phase 2), the section passing through Tuyen Quang province.

Besides, because Tuyen Quang is a mountainous province with extremely difficult circumstances, the revenue is not enough to cover the expenditure, the province is currently focusing on local budget resources to allocate 2,302.83 billion VND to implement the Project Phase 1.

To implement the complete investment of the expressway, the People's Committee of Tuyen Quang province proposed that the Prime Minister consider supporting 7,437 billion VND from the central budget for Tuyen Quang province to implement the Tuyen Quang - Ha Giang Expressway Project (phase 2), the section through Tuyen Quang province.

The Tuyen Quang - Ha Giang Expressway Project (Phase 1), the section through Tuyen Quang province, aims to build a route to connect Tuyen Quang and Ha Giang provinces with the Tuyen Quang - Phu Tho Expressway, meeting the increasing demand for travel and freight transport, and solving the traffic congestion between Tuyen Quang and Ha Giang provinces.

The project has a total route length of 77km, of which 69.7km is newly invested and built; the first section of the route uses 7.3km of the road construction project from My Lam Mineral Spring Tourist Area to National Highway 2D connecting with Tuyen Quang - Phu Tho Expressway.

The project implements site clearance according to the scale of a complete 4-lane highway, with a roadbed width of 25.25m. In phase 1, the project is built on a scale of 2 motor vehicle lanes, a roadbed cross-section of 12m, a road surface width of 7m, and reinforced shoulders like the pavement structure.

In the completed phase, the Project has a cross-section of 25.25m wide roadbed; road surface including 4 lanes for motor vehicles, 15m wide; median strip 0.75m wide; inner safety strip 2x1m; emergency lane 2x3m; sidewalk 2x0.75m wide.

The total investment for the Tuyen Quang - Ha Giang Expressway Project (phase 1), the section through Tuyen Quang province, is 6,800 billion VND, including 4,497.17 billion VND from the central budget; 2,302.83 billion VND from the local budget.

The project has 7 construction packages, and has so far completed the selection of contractors and signed contracts for all packages of the project (a total of 27 packages). Contractors are mobilizing machinery, equipment, and workers to start construction from the beginning of January 2024.

According to the People's Committee of Tuyen Quang province, the work of preparing a feasibility study report, selecting contractors, compensation and site clearance for the Project basically meets the progress requirements for construction to begin in early 2024 and be completed in 2025.
