Team to support grassroots reform

After more than 2 weeks of operating the 2-level local government, the atmosphere at the Public Administration Service Centers at the commune level in Ho Chi Minh City is always bustling when becoming the point of receiving all administrative procedure (TTHC) records of the people. Along with the team of civil servants, the image of young volunteers proactively and enthusiastically guiding the implementation of TTHC, installing VNeID... brings a sense of closeness and satisfaction to the people.

Grassroots Volunteer

Early in the morning of July, Ms. Huynh Thi Bay (69 years old) went to the An Nhon Ward Public Administration Service Center (HCMC) to complete a real estate application. Seeing Ms. Bay limping with difficulty, two young volunteers who were assisting people with administrative procedures immediately ran out to help her get through the steps to get inside and then enthusiastically guided her through the steps to submit the application.

“As soon as I arrived at the gate, some students helped me up, asked me detailed questions, and guided me through each step of the house and land paperwork. They were so enthusiastic!”, Ms. Bay shared.

Ms. Bay is one of thousands of elderly people supported by volunteers when they come to the commune-level public administrative service center to carry out administrative procedures. In addition to supporting people to complete their documents directly, 82 students from the Ho Chi Minh City Academy of Public Administration and Management also support people in stages related to digital transformation and online public service promotion.

According to Mr. Nguyen Kim Trung, member of the Standing Committee of the Party Committee, Chairman of the Vietnam Fatherland Front Committee of Dien Hong Ward, the coordination of receiving volunteer students with local support from Dien Hong Ward youth not only helps the locality to solve work pressure but also creates a training environment for students.

Not only student volunteers, but also the youth union members and soldiers of the Ho Chi Minh City Police Department have also joined in strongly. Three shock teams “Accompanying the locality” of the Ho Chi Minh City Police Department’s Youth Union in coordination with the Department of Administrative Management of Social Order, Ho Chi Minh City Police Department directly supported people at the Public Administration Service Centers of the wards: Sai Gon, Ban Co and Hoa Hung.

Accordingly, the Ho Chi Minh City Police Youth Union guides people to perform online public services such as: registering, installing additional applications, and updating necessary applications for use in performing public services.

Captain Vo Thi Bich Phuong, Deputy Head of the Youth Department of the Ho Chi Minh City Police, said that the youth force supports people in registering, updating information, and installing necessary applications such as VNeID to serve online public services. In particular, during the peak period of 90 days and nights of cleaning up marriage data and cutting down on procedures for confirming marital status, the Ho Chi Minh City Police youth force guides people to integrate their marriage information into the application for easy lookup and use.

Promote digital transformation through every operation

Over the past 2 weeks, thousands of volunteers who are youth union members and students from many schools in Ho Chi Minh City have been present in wards, communes, and special zones to support people in carrying out simple administrative procedures such as: temporary residence registration, instructions on installing, updating and using features on the VNeID application, and accessing online public services.

Not only in administrative centers, volunteers also formed a team to "go to the place, support at home" for lonely elderly people, people with disabilities, who cannot come to the public administrative center of the ward. Many visual documents such as: infographics, videos , manuals have been released by young people to residential areas.

In addition, "Digital Skills Classes" are also organized to guide people in using computers and smartphones safely.

Captain Vo Thi Bich Phuong said that in addition to supporting the implementation of administrative procedures, the shock troops also promote propaganda, helping people identify methods and tricks of fraud in cyberspace, especially impersonating officials and civil servants to appropriate property. The members also guide people to install and use security and fire prevention warning applications such as Help 114, SOS Security and Order - Emergency Warning System of Ho Chi Minh City Police and applications to identify spam numbers and unofficial advertisements.

According to Le Tuan Anh, Deputy Secretary of the Ho Chi Minh City Youth Union, from July 7 to August 30, the Ho Chi Minh City Youth Union launched a volunteer support campaign at 168 Public Administration Service Centers in communes, wards, and special zones. The Green Summer, Pink Vacation, and Green March teams... work from 7am to 6pm every day to support data entry, provide guidance on public service implementation, and promote anti-fraud propaganda to the people.

Mobilizing young people to participate in supporting localities not only solves the immediate needs of localities and people, but also contributes to building digital government and digital society in the new era.

Secretary of the Ho Chi Minh City Academy of Civil Servants Le Ba Hung shared that since Ho Chi Minh City organized a trial operation of the 2-level local government apparatus, the Academy's Youth Union has sent more than 260 students to the Internship team to serve the people, participating in supporting localities in resolving administrative procedures.

Phase 1, the team will be deployed from June 28 to August 15, supporting 15 wards and 4 regional courts in Ho Chi Minh City. The team will participate in resolving records for people, guiding people on necessary procedures and information on VNeID; together with officials and civil servants, support in resolving each record based on direct guidance from local officials and civil servants...

In the near future, the Delegation will review students residing in wards, communes, and special zones far from the center of Ho Chi Minh City to deploy a team to provide support.
