According to the above decision, the Provincial People's Committee assigned Tan Van Hoa Construction and Trading Joint Stock Company an area of over 19.8 thousand square meters of recovered land. The purpose of land use is public works including: land for trees, sports , playgrounds and traffic land. The land use term is according to the investment project approved by the competent authority.

After completing the investment in public works, Tan Van Hoa Construction and Trading Joint Stock Company is responsible for handing over the entire land area to the locality for management and use in accordance with regulations. The form of land allocation is that the state allocates land without collecting money.

The Provincial People's Committee assigned the Department of Agriculture and Environment to announce the decision on land allocation to Tan Van Hoa Construction and Trading Joint Stock Company and related organizations and individuals for implementation; directed the Provincial Land Registration Office to update and correct changes in the cadastral records. The Bien Hoa City People's Committee monitors and supervises the enterprise's land use for the right purpose and ensures that the investment project is approved by the competent authority.

Tan Van Hoa Construction and Trading Joint Stock Company is responsible for fulfilling financial obligations as prescribed (if any) and using land in accordance with the correct boundaries, areas, and purposes, ensuring that the investment project is approved by competent authorities; strictly complying with the provisions of law on investment, construction, land, environmental protection and other regulations.

The project of Trade Center, Service, Office Building combined with Residential Area in Ho Nai Ward, Bien Hoa City has the commercial name Bien Hoa Universe Complex, with an area of nearly 2.9 hectares, including 7 blocks, 24-29 floors high.

The project includes: commercial area, service area, office building combined with residential area (about 2 thousand apartments). The project is located right on the front of Hanoi Highway. The project investor is Tan Van Hoa Construction and Trading Joint Stock Company, the project construction and development unit is Hung Thinh Group. Previously, the project encountered legal problems and was repeatedly sought solutions by the Prime Minister's Working Group and the Provincial People's Committee.
