The Hanoi People's Committee requested agencies and units to speed up procedures to soon start construction of 3 river-crossing bridges in the area.
On March 18, the Office of the Hanoi People's Committee announced the direction of Chairman of the Hanoi People's Committee Tran Sy Thanh on the progress of implementing three investment projects to build Tu Lien Bridge, Tran Hung Dao Bridge and Ngoc Hoi Bridge.

Accordingly, the City People's Committee requested departments, branches and sectors to proactively and flexibly implement procedures, ensuring sufficient conditions to start the investment project to build Tu Lien Bridge and the approach roads at both ends of the bridge (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street) on May 19, 2025. At the same time, start the investment projects soon: Construction of Tran Hung Dao Bridge, construction of Ngoc Hoi Bridge and the approach roads at both ends of the bridge.
To do this, the head of Hanoi City assigned the Department of Planning and Architecture, the Institute of Construction Planning, the City Traffic Construction Investment Project Management Board to coordinate with the People's Committees of relevant districts and towns to urgently coordinate, complete the documents, submit for appraisal, approve the route location, route plan, red line boundary of the bridge and access road before March 20, 2025.
The Department of Finance is assigned to guide and organize the appraisal of documents on contractor selection submitted by the City Traffic Construction Investment Project Management Board; coordinate and guide the City Traffic Construction Investment Project Management Board to develop, submit for appraisal and approval of the Master Plan for contractor selection, to be completed before March 28, 2025.
The Department of Agriculture and Environment shall preside over and coordinate with the City Traffic Construction Investment Project Management Board and the People's Committees of relevant districts to organize the appraisal of environmental impact assessment reports of investment projects in parallel with the process of preparing, appraising and approving feasibility study reports, to be completed before March 27, 2025.
The City Traffic Construction Investment Project Management Board will soon post and provide information related to the Tu Lien Bridge Construction Investment Project and the approach roads at both ends of the bridge (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street) for interested domestic and international contractors to conduct research in advance to shorten the EPC bidding time.
For the Tran Hung Dao Bridge Construction Investment Project, the People's Committees of Hoan Kiem, Hai Ba Trung, and Long Bien districts are required to urgently organize and implement site clearance, prepare, submit for appraisal, and approve component projects to ensure sufficient conditions for project commencement in the second quarter of 2025.
For the Ngoc Hoi Bridge and approach road construction investment project, relevant units must develop and complete documents, submit for appraisal and approval of route plan and route location, to be completed in March 2025.
