Hanoi is overloaded with schools, many schools cannot maintain national standards.

Hanoi has 2.3 million students, the largest in the country, with an average annual increase of 40,000 to 50,000 students. While the school network planning cannot keep up with the population growth rate, the shortage of schools and classrooms, and the high number of students have led to many schools not being able to maintain national standards.

With an increase of 40,000 to 50,000 students per year, Hanoi needs to build 30 to 40 new schools each year. The city currently has over 460 public schools that exceed the target number of students. 28 districts have primary schools with a number of students exceeding the standard (more than 35 students per class).

This reality leads to many schools that have met national standards having difficulty ensuring and maintaining the prescribed criteria on area and number of students per class, especially schools in inner-city districts...

Chairman of Dong Da District People's Committee Le Tuan Dinh said: "Dong Da is also a very small district, the land area for schools is very limited. According to regulations, a school has about 30 classes, 4 floors and 30 students/class. However, currently in Dong Da, a school has about 60 classes, 40-60 students/class. Therefore, the number of students and classes per school in Dong Da is overloaded."

With the rapid increase in the number of students, it is necessary to concentrate all resources to meet the requirements, including reviewing land funds to build public schools.

According to the plan for 2022, Hanoi will recognize 194 new schools meeting national standards, but by the end of the year, only 142 schools have been recognized; in 2023, according to the plan, 130 new schools will meet national standards, but so far only 16 schools have been recognized. The remaining schools have not met the criteria, including the cause of student overload.

Currently, Hanoi’s 8 inner-city districts alone are lacking 49 public schools. According to Vice Chairwoman of the City People’s Committee Vu Thu Ha, with the rapid increase in the number of students, it is necessary to concentrate all resources to meet the requirements, including reviewing land funds to build public schools.

“The city will also continue to resolutely direct and responsibly the localities, districts, and the Department of Education and Training in appropriately assigning enrollment routes, to ensure that we resolve the local problems of some schools with too high enrollment numbers.

Currently, there are still a number of school projects in urban areas that have not been implemented and the City People's Committee has issued Plan No. 138 on comprehensive inspection and handling, overcoming shortcomings and limitations in the management of investment in technical infrastructure construction and especially the construction of schools in urban areas," said Ms. Vu Thu Ha.
