According to the Department of Agriculture and Rural Development, Hai Duong currently has 84 unplanned wharves still operating. Of these, 19 are in line with the previous phase's planning and have legal procedures, while 15 are proposed to be added to the planning.

The unplanned wharves are concentrated in Kinh Mon town (47 wharves), Tu Ky district (12 wharves), Ninh Giang (11 wharves), Thanh Mien (5 wharves)... According to the roadmap for handling wharves that are not in accordance with the planning, before June 15, they will be mobilized to voluntarily terminate and clear out. However, implementation in localities is still slow and ineffective. Kinh Mon town and Tu Ky district alone have not cleared any wharfs.

Previously, the whole province had 39 unplanned yards that had ceased operations, of which 31 had been cleared.
