Previously, at around 6:00 p.m. the same day, a fire broke out in an area containing adhesive tape belonging to the Adhesive Tape Company Limited (Hoa Lan 1 Quarter, Thuan Giao Ward, Thuan An City, Binh Duong Province).

Upon receiving the report from the people, Binh Duong Provincial Police mobilized 11 specialized vehicles and 60 officers and soldiers to the scene to put out the fire. Lieutenant Colonel Tran Van Oi, Deputy Head of the Fire Prevention and Rescue Police Department of Binh Duong Provincial Police, directly commanded the forces participating in the fire fighting.
