The private economy creates nearly 80% of new jobs each year.
In his opening speech, Chairman of the City People's Committee Tran Sy Thanh said that the workshop was organized to implement Resolution No. 68-NQ/TU of the Politburo on private economic development, Resolution No. 138/NQ-CP of the Government on the Action Plan to implement Resolution No. 68-NQ/TU and the Conclusion of the Prime Minister at the seminar with enterprises to effectively implement Resolution 68-NQ/TU of the Politburo on private economic development.
The scientific workshop with the theme "Unlocking resources - Breakthrough in private economic development" had the presence of nearly 100 delegates directly at the hall and a large number of delegates attending online from the bridge points of the People's Committees of districts, towns and cities in the city.
The Chairman of the City People's Committee emphasized that our country is facing an important opportunity to enter a new era of development - an era of aspirations, innovation, comprehensive integration, and determination to realize the goal of becoming a high-income developed country by 2045. This is a strong political and social commitment of the entire political system.
To achieve this goal, Resolution No. 68-NQ/TU issued by the Politburo has determined that “developing the private economy becomes the most important driving force of the national economy”. This is a major orientation, clearly affirming the position, role, mission and great expectations placed on the private economic sector in the new development stage of the country.
In recent years, Hanoi has made many efforts to create a favorable environment for the development of the private economic sector. Every year, the city regularly organizes dialogues between city leaders and local businesses to resolve and accompany businesses.
Along with that, many important policies have been implemented such as: Project to Support Science and Technology Innovation; Project to Support Enterprise Development; Creative Startup Project; Trade Promotion Program; Support for access to capital for small and medium enterprises through the Small and Medium Enterprise Development Fund...
In Hanoi, there are more than 155 thousand enterprises operating (the second largest locality in the country in terms of the number of enterprises), of which 97.2% are private enterprises. The growth rate and proportion of total social investment capital of the private economic sector have increased sharply over the years (an average increase of 7.3% and a proportion of 57.8%); contributing over 45% of the city's GRDP, creating nearly 80% of new jobs each year.
Chairman of the City People's Committee Tran Sy Thanh also admitted that although the private economic sector has made quite good progress, there are still many limitations, such as: Private enterprises are large in number but mainly small and micro-sized; technology and management levels are still limited; the ability to connect and cooperate in business is limited, competitiveness and the ability to participate in regional and global value chains are still weak.
Meanwhile, the capacity to withstand external "shocks" is still limited, bankruptcies and business suspensions are common... The private sector still faces difficulties in accessing development resources, especially capital and land resources; administrative procedures and support policies are sometimes not addressed promptly, causing obstacles to production and business activities.
Comrade Tran Sy Thanh said that in a recent speech at a working session with Hanoi city, General Secretary To Lam emphasized that: "Hanoi needs to create a science and technology ecosystem associated with innovation and promote private economic development - these are the central driving forces of growth in the coming period".
“In implementing this directive, Hanoi city determines that developing the private economy is not only a simple economic development task, but also a political requirement to realize the aspiration for national development,” comrade Tran Sy Thanh emphasized.
The Chairman of the City People's Committee said that, as a leading force, Hanoi needs to build a favorable environment for private enterprises, promote innovation, support startups, and form a team of brave entrepreneurs with an international integration mindset. In addition, the relationship between the government and enterprises needs to be re-created, shifting from a mechanism of asking and giving to accompaniment and creation.

According to the Chairman of the City People's Committee, the workshop aims to find solutions for Hanoi to unlock resources and create a breakthrough for the private economy in the new context. In that spirit, the Chairman of the City People's Committee suggested that delegates focus on discussing the following key contents.
Specifically, what content does Hanoi need to continue implementing to effectively implement Resolution 68-NQ/TU? What barriers are currently hindering the development of private enterprises? Specific solutions to unlock resources such as capital, land, human resources, institutions, and markets; what policies are necessary to form private enterprises and corporations with international competitiveness?
In particular, what outstanding mechanisms and policies are needed to promote the formation of a team of medium and large enterprises capable of regional and global integration? What solutions are there to accelerate the transformation from household businesses to enterprises?
