First of all, it is important to understand that identification documents play an important role in verifying the identity of the account opener. Banks often require customers to provide documents such as an identity card, citizen identification card or passport to ensure that the account opener is the legal owner and can be held responsible for any financial transactions involved. Lack of identification documents not only makes it difficult to verify identity, but can also violate regulations on preventing money laundering and terrorist financing.

Specifically, Clause 7, Article 1 of Circular 02/2019/TT-NHNN stipulates the documents required to open a bank account as follows:
1. For personal payment accounts:
a) Application for opening a payment account is made according to the form of the bank or foreign bank branch where the account is opened and in accordance with the provisions of Clause 1, Article 13 of this Circular;
b) Valid citizen identification card or identity card or passport, birth certificate (for individuals who are Vietnamese citizens under 14 years old), entry visa or documents proving visa exemption (for individuals who are foreigners) of the account owner;
c) In case an individual opens a payment account through a guardian or legal representative, in addition to the documents specified in Points a and b, Clause 1 of this Article, the payment account opening file must also include the citizen identification card or valid identity card or passport of the guardian or legal representative and documents proving that person's legal representative status with respect to the account owner.
Thus, according to the above regulations, when opening a bank account, it is mandatory to have identification documents. Without identification documents, it will be impossible to open a bank account.
In the context of technological development, opening a bank account online has also become more popular. Many banks have deployed online account opening services, allowing customers to perform this process quickly and conveniently without having to go directly to the bank.
However, opening an account online also requires strict identity verification measures and often requires customers to provide identification documents via photo or QR code scanning.
