Checking the home where the girl was 'beaten with a shovel', discovered a series of problems that needed to be fixed

During an inspection of the Angel Children's Shelter (HCMC) - where a girl suffered facial injuries after being hit with a shovel by a classmate, the inspection team discovered a series of problems that needed to be fixed.

Speaking to Tuoi Tre Online on June 29 , Mr. Nguyen Tang Minh - Deputy Director of the Ho Chi Minh City Department of Health (in charge of social protection, child protection and care, and prevention of social evils) - said that recently, the inspection team inspected compliance with legal regulations at the Thien Than Children's Shelter (also known as Thien Than Shelter, located in Thu Duc City, Ho Chi Minh City).

This facility is where a 12-year-old girl suffered facial injuries and convulsions after being "hit in the face with a shovel" by a classmate. After about a month of treatment at Nguyen Tri Phuong Hospital, the girl was discharged.

When the authorities arrived, the camera system could not extract images, and the storage drive was damaged, making the investigation difficult.

According to the inspection team's report, the Angel Children's Shelter is currently caring for 129 children, but at the time of the inspection there were 127 children because 2 children were returned to their families but had not completed the handover minutes.

With the number of children being cared for, this facility does not have enough staff to take care of children from 6 to under 12 years old and nutrition staff. In addition, the facility does not have social workers, medical staff and psychological counselors.

Through checking the records of the children being cared for at the facility, it was found that all of them had their place of residence on their birth certificates outside of Thu Duc City. Since 2024, the facility has stopped accepting children. The inspection team requested the facility to review the scope of accepting children according to Article 19, Decree 103 of 2017 of the Government ; from there, make appropriate adjustments to the facility's operations.

Up to now, the facility has not organized training on child protection and care and does not have a detailed roster for staff.

Regarding safety and security, the delegation requested the facility to repair the unused swimming pool but place metal equipment, while the pool wall is very high - posing a potential risk of accidents when children often go in and out, play, especially in the rainy season, so it is easy to slip and fall.

The delegation also discovered that the facility did not meet one-way kitchen standards, did not have invoices for purchasing food ingredients, did not clean regularly, and did not present legal documents for dental operations...

With the above series of problems, the inspection team requested the facility to fix each content within the prescribed time and report the implementation results of each content to relevant agencies.
