Disciplinary reprimand for 6 officials, former leaders
On July 15, information from the Hai Phong City Party Committee's Inspection Committee said that it had clarified and disciplined 6 officials and former leaders of Kien Thuy District and Huu Bang Commune for allowing a series of violations related to land management and construction order related to 3 "major projects" with violations in this district.
Those disciplined include: Mr. Pham Phu Xuat (former Permanent Vice Chairman of Kien Thuy District People's Committee), Mr. Tran Quoc Toan (former Head of Kien Thuy District Economic and Infrastructure Department), Mr. Mac Thanh Tuyen (Head of Kien Thuy District Natural Resources and Environment Department), Mr. Le Thanh Tuyen (former Deputy Head of Kien Thuy District Economic and Infrastructure Department), Mr. Nguyen Van Tan and Pham Van Khien (former Chairman of Huu Bang Commune People's Committee in different periods).
The above officials were disciplined for being involved in three 'big projects' including: BigSun Experience Area, Song Trang Quan Complex and Huu Bang Resort.
The BigSun experience area was illegally built on more than 4 hectares of aquaculture land and agricultural land in Huu Bang commune and Nui Doi town, Kien Thuy district (Hai Phong city), causing a series of officials of this district to be disciplined over different periods.
Violations in 3 'major projects'
According to a quick report from the Hai Phong City Inspection Team, BigSun Experience Area (commonly known as BigSun Resort) is invested by Ms. Vu Thi Lan Anh, building housing projects, swimming pools, aquaculture ponds, cable cars, adventure games... on an area of agricultural land for aquaculture of more than 42,000 m2 in Huu Bang Commune and Nui Doi Town (Kien Thuy District).
However, due to the lack of determination in handling the case, and even signs of ignoring and 'protecting' the leaders, the project owner continued to construct, complete and put into operation the food, accommodation and entertainment services without permission from the competent authority. The incident caused public outrage.
The Song Trang Quan complex has a total area of over 37,000 m2 in Thanh Son commune, invested by Mr. Hoang Minh Phuc. It includes residential land; agricultural land for public use of the commune leased for aquaculture for a period of 5 years; agricultural land leased by the People's Committee of Kien Thuy district for aquaculture for a period of 20 years. The investor built a number of projects, operated for a while, then suddenly closed and stopped operating for many years...
Song Trang Quan was determined to have violated construction order and used land for the wrong purpose. The commune government had recorded violations many times, but the investor did not cooperate with the local authorities to handle the matter.
The Huu Bang resort area, invested by Tan Binh Company Limited, has been granted a certificate of land use rights for more than 17,800 m2 of land for a period of 50 years. However, in reality, the inspection showed that this enterprise had built construction items exceeding the granted area by 300 m2 , encroaching on the project land for road construction...
Pursuant to Notice No. 306/TB-UBND dated June 6, 2022 of the People's Committee of Hai Phong City on the conclusion of the Chairman of the People's Committee of the city at the meeting on compliance with regulations in implementing investment and construction activities at the BigSun experience area, Song Trang Quan, Huu Bang Resort in Kien Thuy District; Official Dispatch No. 1176/VP-NC dated June 15, 2022 of the Office of the People's Committee of Hai Phong City on handling violating construction works, the People's Committee of Kien Thuy District has issued a decision to impose administrative penalties on the construction owners. At the same time, all illegal construction works at the Song Trang Quan Complex, encroaching construction works at Huu Bang Resort and nearly ten construction items at the BigSun Experience Area were removed.
