Experience in urban construction in Asian countries such as Korea, China or Japan shows that the urbanization process leads to the decline of community cultural values, because those values are often built and developed in a space with historical foundation, traditions and customs of local people.

Urbanization can lead to rapid changes in population composition, living space, natural environment... and cause loss of local people's feelings, trust and pride in the place where they live.

Dr. Truong Hoang Truong, Head of the Department of Urban Infrastructure, University of Social Sciences and Humanities - Ho Chi Minh City National University, analyzed: The formation of new megacities needs to focus on the people in each locality. This is the main resource in preserving and developing local culture because they have understanding, life experience and strong relationships with the locality.

To preserve the community character of a locality, it is necessary to encourage the participation of the community itself in the management and development of local culture. Forms of co-participation can be implemented at different levels, from soliciting opinions and listening to the community's suggestions to letting the community participate in the decision-making process directly or indirectly. Establishing a mechanism for people to participate in giving opinions at any level, also contributes significantly to maintaining the community character of a locality.

Reality in the world has been affirming: sustainable value for large cities, is the value formed from the beginning that is still transmitted and promoted to the present. That is the cultural foundation, the family tradition, the identity of each village, alley is respected and preserved properly, to depict the unique features and identity of large cities, modern enough, integrated but not mixed with other cities around the world.
