Sand mine that was stolen still has reserves?

On November 12, the People's Committee of Quang Ngai province approved the mineral reserves for common materials for the Truong Xuan - Tho Loc sand mine located on the Tra Khuc river, in Tinh Ha commune, Son Tinh district ( Quang Ngai ).

Accordingly, the exploration area of Truong Xuan - Tho Loc sand mine is 6.8 hectares, with an approved reserve of nearly 140,000 m3 . Of which, the construction sand part is nearly 95,500 m3 , the rest is minerals used as common construction materials such as gravel, sand, etc.

This is one of 7 sand mines that the People's Committee of Quang Ngai province put up for auction in early 2023. At the time of auction, the mineral reserves were estimated at about 136,000 m3 .

After the successful auction, while completing the procedures to obtain a mining license, the winning bidder discovered that the sand mine was being stolen on a large scale.

In mid-May 2023, Thanh Nien reported that sand thieves were operating openly, turning the Truong Xuan - Tho Loc sand mine into a "big construction site" for sand mining with dozens of trucks and sand rafts operating vigorously. The winning bidder was forced to ask for help from the authorities. After that, the authorities of Quang Ngai province simultaneously launched a campaign to suppress sand theft here.

The representative of the company that won the auction for the Truong Xuan - Tho Loc sand mine said that the company hired an independent unit to measure with equipment, determine the reserves on the approved mine area and elevation. Thereby, giving the actual and accurate reserves, so the reserve figure is different from before.

Regarding the fact that the sand reserves were not depleted despite the large-scale theft of sand mines, day and night, the authorities explained that the previous forecasted reserves were subjective and had not been measured or surveyed in the field, so they could not be accurate. However, after the auction, the winning bidder conducted measurements, surveys, and explorations using equipment, so they were very accurate.
