The Trump administration said in a court filing that it was "unable" to meet a 11:59 p.m. deadline set by a federal judge on February 27 to release $2 billion in frozen funds to foreign contractors and recipients.

To bolster its argument, the Trump administration presented a statement from the acting deputy administrator of the U.S. Agency for International Development (USAID) and director of foreign assistance at the State Department, Pete Marocco, saying the requested payments would take “weeks.”

Accordingly, the delay is mainly due to new processes introduced by the government to ensure payments are legitimate and comply with policy objectives.

Previously, the Trump administration appealed to the Court of Appeals for the District of Columbia over the ruling of District Court Judge Amir Ali in Washington, which affirmed that the issue of the new process was not a legitimate reason to delay payment./.
