US, China agree to dialogue on export controls

After meeting with Chinese Commerce Minister Wang Wentao in Beijing on August 28, US Commerce Secretary Gina Raimondo said the exchange of information between the two sides would provide "a foundation to reduce misunderstandings about US national security policy".

"We do not compromise or negotiate on national security issues. Period," Reuters quoted Ms. Raimondo as saying.

Ms. Raimondo said the first in-person meeting to exchange information on export control policies will be held at the assistant secretary level at the Chinese Ministry of Commerce headquarters in Beijing on August 29.

"The United States is committed to transparency about our export control enforcement strategy. To show you how real this is, the first meeting in that new communication effort will be tomorrow in Beijing. We're not wasting any time," she said.

Beijing has criticized US efforts to block China's access to advanced semiconductor technology through export controls, but Raimondo said this was not up for debate.

The White House this month began barring U.S. individuals and organizations from investing in certain sensitive technologies in China and plans to soon finalize sweeping export controls on advanced semiconductor technology passed last October.

Several Republican lawmakers in the US Congress urged Ms. Raimondo in August not to establish a formal working group with China on export controls.

Ms Raimondo said earlier this year that she had placed more than 200 Chinese companies on the US export control list and has repeatedly said she would not hesitate to use her power when necessary.

The newly created Trade Working Group is a consultation mechanism that brings together US and Chinese government officials and private sector representatives “to seek solutions to trade and investment issues and advance US commercial interests in China,” according to Reuters. The group will meet twice a year at the deputy ministerial level, with the US holding its first meeting in early 2024.

Ms. Raimondo had a meeting with her Chinese counterpart that lasted more than two hours, followed by a lunch that lasted about two hours. She said she wanted to address concerns of American businesses that are having trouble operating in China.
