The Prime Minister's issuance of Decision No. 444/QD-TTg on assigning targets for completing social housing in 2025 and the following years until 2030 for localities to add to socio -economic development targets clearly demonstrates a strong policy in the national socio -economic development and social security strategy.
The numbers speak for themselves.
According to the latest report of the Ministry of Construction , in the past 2 years, the whole country has had 686 social housing projects implemented with a scale of 627,651 units; 117 projects have been completed or partially completed with a scale of 85,275 units; 159 projects have started construction with a scale of 135,563 units, 419 projects have been approved for investment policy with a scale of 419,013 units.
For example, in Vinh Phuc province, 8 social housing projects with 2,082 houses, equivalent to about 109,000 m2 of floor space, have been put into use, creating a low-cost housing fund for workers and low-income people, bringing high social efficiency. A representative of the provincial Department of Construction said that the locality considers this a major policy, associated with sustainable development, stabilizing the population, and promoting socio-economic development.
According to Mr. Nguyen Le Dien Ngoc, Head of Housing Management, Urban Development and Construction Materials Department, Vinh Phuc Province Department of Construction, the province has 17 industrial parks; of which 9 industrial parks are in operation with over 260,000 workers, so the demand for social housing is very large.
Mr. Ngoc said that according to the Project to build at least one million social housing units approved by the Prime Minister, Vinh Phuc must complete 28,300 units by 2030. Therefore, in the past time, the development of social housing has always been of interest to the province. Since the beginning of the year, the province has started 3 social housing projects and strives to start 1 social housing project each month by August.
Social housing projects have contributed to changing the lives of tens of thousands of families. Tran Van Tan and his wife (Vinh Phuc province) also have a more stable life thanks to buying an apartment in installments at Bao Quan social housing apartment building, Vinh Yen city. "We hope that the government will continue to have support policies so that more workers like us can access social housing," said Mr. Tan.
From the business side, the policy of developing social housing is also considered appropriate and creates favorable conditions. Mr. Cao Tien Thang, Director of Than Ha Trading and Construction Company Limited (Vinh Phuc) said that the policy is gradually removing obstacles, creating motivation for investors to participate in this segment. "We consider this a long-term orientation, bringing both economic benefits and contributing to the government's social security policy," Mr. Thang emphasized.
Despite many achievements, the implementation of social housing still faces many challenges. In Vinh Phuc, the three main reasons for the slow progress of many projects include: Difficulties in compensation and site clearance; sluggish real estate market; overlap in legal regulations related to the Land Law, Investment Law, Construction Law, etc.
“The procedure from the time the policy is approved to the official land allocation can take up to 5 years, wasting land funds and business resources,” said Mr. Thang.
Another prominent issue is the mechanism for selecting investors, the bidding process according to the current process is causing many social housing projects to be unnecessarily prolonged. According to the proposal of the Department of Construction of Vinh Phuc province, appointing investors based on capacity and in accordance with planning can help shorten procedures by up to 200 days. "The appointment of investors not only helps shorten administrative procedures, but also creates conditions to speed up the implementation of social housing projects, promptly meeting the housing needs of workers, civil servants and public employees nationwide", Mr. Nguyen Le Dien Ngoc emphasized.
In fact, the Government has been giving strong direction, many localities and enterprises have also adjusted their strategies, considering social housing as a key segment in 2025. However, for the policy to truly come into life, there needs to be more synchronous, drastic and effective solutions, from removing legal obstacles, reforming administrative procedures, to prioritizing the selection of capable investors.
Barriers removed
In the context of increasing demand for social housing, especially in large cities and industrial zones, the National Assembly passed Resolution No. 201/2025/QH15 on piloting a number of specific mechanisms and policies to promote the development of social housing. This is considered an important step in institutionalizing the major policies of the Party and State, while removing many long-standing "bottlenecks" in the field of housing for low-income people.
On the day Resolution 201 took effect, the Government issued Resolution No. 155/NQ-CP to specify and organize the implementation of the mechanisms and policies in Resolution 201. This is a clear demonstration of the Government's strong leadership and timely action, ensuring synchronous participation from the central to local levels.
Immediately after the Resolution was passed, localities quickly developed implementation plans. In Vinh Phuc province, the Department of Construction said it had begun reviewing land funds, prioritizing infrastructure investment capital, and calling on businesses to participate in projects under the new mechanism.
Positive signals also come from businesses. Mr. Cao Tien Thang said that the pilot mechanism helps businesses feel more secure when investing, because the processes and procedures are shortened, clearer and more effective.
Resolution 201/2025/QH15 is expected to become an important “lever” to effectively implement the goal of building at least 1 million social housing units by 2030. However, for the Resolution to be as effective as expected, many experts believe that it is necessary to ensure consistency in implementation guidelines, close supervision and transparency in selecting investors.
At the conference to implement Resolution 201/2025/QH15 of the National Assembly on piloting a number of specific policies and mechanisms for social housing development and reviewing and assessing the social housing development situation in the first 5 months of the year, and the implementation plan for the last months of 2025, Prime Minister Pham Minh Chinh stated: "Institutions, mechanisms and policies have been gradually improved, we must organize effective implementation with the goal of completing at least 100,000 apartments this year and at least 1 million apartments by 2030".
The National Assembly's promulgation of Resolution 201 and the Government's prompt concretization of Resolution 155 clearly demonstrate political determination in solving one of the most urgent problems of people's livelihood today. This is the first time that social housing policy has been placed within a specific, synchronous mechanism framework from the legislative to the executive, a positive signal that people and businesses have long expected.
