Efforts to put 3,000km of expressway into operation

In the first 6 months of the year, the Prime Minister , Head of the Steering Committee, chaired 4 Steering Committee meetings, assigned 120 tasks to ministries, branches and localities; ministries, branches and localities have made great efforts to implement and basically completed 100% of the assigned tasks. With the participation of all levels and branches, the response of the people, the organization, implementation and implementation of projects have achieved outstanding results: Completing investment procedures to start 5 expressway projects with a total length of 271 km and continuing to implement procedures to start 3 expressway projects; completing and putting into operation 4 projects, it is expected that by the end of August 2025, a number of additional sections and routes will be completed, bringing the total number of expressways nationwide to 2,476 km.

Expressway projects planned to be completed in 2025 to achieve the target of 3,000 km have accelerated to increase output in the first 6 months of the year. Many projects planned to be completed in 2026 have also made efforts to implement and strive to complete the route, or complete eligible sections by the end of 2025, shortening the plan by 4 to 5 months. The total construction output value of expressway projects in the first 6 months of 2025 reached more than 66,500 billion VND... To achieve the goal of completing and putting into operation 3,000 km of expressway in 2025, from now until the end of the year, the Ministry of Construction and localities need to complete more than 700 km of expressway of 22 projects. In the aviation sector, Terminal T3 of Tan Son Nhat International Airport has been put into operation; The component projects of Long Thanh International Airport are being implemented to meet the set plan. For Tuyen Quang province, there is currently the Tuyen Quang - Ha Giang Expressway Project Phase 1 belonging to the group of national key transport projects. The project is divided into 2 sections belonging to Ha Giang and old Tuyen Quang provinces.

Participating in the discussion at the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc provided an overview of the progress of the Tuyen Quang - Ha Giang Expressway project, phase 1: Currently, the section in the old Ha Giang province has reached 65%, ensuring progress according to plan; the section in the old Tuyen Quang province has reached 41%. The project is facing difficulties and problems with material prices, land and unfavorable weather. The Chairman of the Provincial People's Committee affirmed that the province is actively implementing solutions to remove problems affecting the construction progress. At the same time, he proposed that the Government and the Prime Minister continue to pay attention and allocate capital for the province to upgrade the section from km 12 +500 to km 77 (about 64.5km) from 2 lanes to 4 complete lanes, ensuring the synchronization of the entire section to reach the scale of 4 lanes to effectively exploit the project.

Leaders of ministries and local branches also focused on discussing the progress of project implementation, pointed out difficulties, and proposed solutions to compete for breakthroughs in implementing and completing the goal of putting 3,000km of expressways into operation.

Speaking at the meeting, Prime Minister Pham Minh Chinh praised the ministries, sectors, localities, enterprises and corporations constructing key national road traffic projects. The Prime Minister emphasized: The whole country is racing to make strategic breakthroughs in infrastructure, especially transport infrastructure must go first to connect economic regions and localities together, creating a new development momentum for the country, reducing costs for businesses and people, increasing competitiveness for domestic and international markets.

The Prime Minister pointed out: The workload is large, the time is short, the requirements are high, the people's expectations are very earnest, all levels and sectors continue to race against time, act decisively, determined to complete 3,000km of expressway and over 1,000km of coastal road, considering this as the heart's command, with the highest spirit, with determination, effort, and more efficiency in the last 6 months of the year, in the spirit of "only discuss doing, not retreating". The Prime Minister emphasized: It is necessary to promote the spirit of patriotism, love for the people, high responsibility, gratitude to the heroic martyrs who sacrificed for the independence and freedom of the Fatherland; relevant subjects need to innovate their thinking and approach to solving difficult and entangled problems; Act with a spirit of speed, boldness, timeliness, and breakthrough, find appropriate and breakthrough solutions, contribute to welcoming the 14th National Party Congress, create momentum and motivation for the new era, the era of national growth.

Regarding the proposal of Tuyen Quang province, Prime Minister Pham Minh Chinh affirmed his support for increasing the scale from 2 lanes to 4 lanes in accordance with the Central Government's policy on investment in expressways. Prime Minister Pham Minh Chinh assigned the Ministry of Finance to advise the Government on allocating capital for Tuyen Quang province to implement the project, ensuring effective exploitation of the expressway.
