
Implementing Decision No. 488/QD-UBND dated February 28, 2025 of the People's Committee of Quang Nam province and Decision No. 2933/QD-EVNCPC dated April 21, 2025 of the Central Power Corporation on receiving the low-voltage rural power grid of Quang Nam province, recently Quang Nam Power Company (PC Quang Nam ) received the power grid, retailing electricity directly to households and production and business establishments in the area of agricultural cooperatives (HTX) Dien Phuoc 1, Dien Ngoc 1, Dien Tho 1, Dien Tho 2 and Dien Hong 2 (Dien Ban town).
The company quickly implemented plans and projects to repair the grid, improve the quality of electricity, ensure transparency in meter readings, and ensure electrical safety. The company assigned Dien Ban Power Company to directly manage the grid and sell electricity in the areas of Dien Phuoc 1, Dien Ngoc 1, Dien Tho 1, Dien Tho 2 Cooperatives; Dai Loc Power Company managed the area of Dien Hong 2 Cooperative.
The power grid system managed by the cooperatives, after many years of operation, has mostly degraded due to little investment in renovation and maintenance. At the same time, it is unsafe, especially during the rainy season. Most of the wires before the meter are on homemade poles (bamboo, steel, etc.) with many connecting wires, the insulation layer is peeling, posing a potential safety risk, the radius of the power supply line is large (2,210m), so the power loss is high, up to 14.9% in some cooperative areas. The average in the areas of Dien Phuoc 1, Dien Tho 1, Dien Tho 2 and Dien Ngoc cooperatives is 13.3%; Dien Hong 2 is 12 - 14%. The metering system with mechanical meters is outdated; the cables and protective boxes are damaged. The cables before the meter have small cross-sections, peeling shells, and hooks through the boxes. Many cable support beams are rusted, not ensuring operation; some low-voltage conductor positions do not ensure clearance height; The cable-stayed poles do not have a grounding system. In many places, trees collide with the power lines, especially in areas with bare wires and copper bridges, which can easily lead to electric leakage, causing power loss and electrical safety for the people, especially during storms and floods. In addition, many types of telecommunication cables from network operators are hung on the power poles, causing unsafety and poor aesthetics.

When handing over the power grid, the Power Companies received active cooperation and support from the handover cooperative, local authorities and people. The finalization of the transformer station meter index and each household meter as well as the process of replacing the metering system were jointly monitored by the cooperative and customers. Difficulties and problems were promptly resolved by the parties.
Immediately after receiving the contract, to improve the quality of electricity, safety in operation and use of electricity for people and ensure customer care services, Dien Ban Power Company and Dai Loc Power Company urgently implemented minimal repairs to the power grid and vulnerable locations; replaced all mechanical meters with electronic meters that transmit data remotely.
By June 19, 2025, Dai Loc Power Company completed the installation of new electronic meters for 1,311 customers in the Dien Hong 2 Cooperative area; by the end of June 2025, Dien Ban Power Company completed the replacement and installation of 7,980 new electronic meters at 4 cooperatives. Modern electronic meters not only help make the process of recording indexes and calculating electricity bills transparent, but also create conditions for customers to easily monitor consumption output, use electricity more economically and efficiently.

Through the discussion, Mr. Nguyen Van Cuong in Ngan Ha block, Dien Ngoc ward, Dien Ban town expressed: “I am very happy to organize the handover of electricity management from Dien Ngoc 1 Cooperative to the Electricity industry. Regarding the newly installed electronic meter, I think it will be better than before, managing electricity more accurately, hoping it will report the correct number of actual consumed electricity. And I hope that Dien Ban Electricity will manage to ensure the electricity supply capacity and guide people on some measures to use electricity safely”.
Mr. Huynh Duc Nhi, also from Ngan Ha block, said: “As for electronic meters, they are managed and controlled by the State, so people can rest assured. Regarding the power grid corridor, I will mobilize the villagers and the Electricity industry to clear trees so that the power grid can operate safely and continuously; avoiding short circuits and explosions. As for my family, I am very concerned about managing electrical wiring equipment at home as well as using electrical appliances in the house to ensure safety.”
According to Mr. Huynh Duc Khanh - Deputy Secretary of the Party Committee, Chairman of the People's Council of Dien Ngoc Ward, the transfer of electricity business management from Dien Ngoc Cooperative to Quang Nam Electricity Company to directly manage electricity sales is very welcomed by local people and officials.
“We acknowledge the great efforts of the Electricity sector in carrying out the reception procedures. In particular, Dien Ban Electricity has focused on implementing the grid renovation, meter replacement, and quickly completing the electricity purchase contract procedures with each household... All of which comply with the regulations of the Ministry of Industry and Trade. People believe that they will have better electricity usage and pay more reasonable and transparent electricity bills. Our locality will continue to work with Electricity to propagate and explain to people about the post-renovation grid, the accurate measurement of electricity by electronic meters; at the same time, propagate and mobilize people to pay attention to safe and economical use of electricity, and protect the safety of the power grid corridor ,” Mr. Huynh Duc Khanh shared.

Leaders of Dien Ban and Dai Loc Power Corporations said that, assigned by PC Quang Nam, the unit has closely followed the plan, focused the highest human resources and means to receive, carry out procedures as well as deploy renovation and upgrade of the power grid. Like other places that the unit has managed, operated and supplied electricity before, for the new power grid areas received from these cooperatives, the goal is to minimize subjective incidents, improve electricity quality and customer service.
Along with the implementation of repairing and renovating the receiving power grid, Dien Ban and Dai Loc Power Companies actively propagate and provide guidance on safe and economical use of electricity; mobilize customers to actively cooperate in protecting the safety corridor of power lines, preventing risks of unsafe power lines after the meter... Thereby ensuring the power grid operates safely and reliably, serving well the production and living needs of people and the socio-economic development of the locality.
It is expected that in 2026, PC Quang Nam will invest in building and upgrading a new power grid received from 5 cooperatives to improve the reliability of power supply, meeting the increasing demand for electricity for daily life and production of the people. Specifically, 30 new load transformer stations will be installed; the capacity of 6 substations will be increased; 1,025 new poles will be installed and 39.3 km of new medium and low voltage lines will be pulled; and the power supply radius to customers' households will be ensured according to the standard of no more than 300m (previously 1,450m). It is expected to be completed in the second quarter of 2026.
