Approval of the Plan to review 10 years of implementing the Convention against Transnational Organized Crime

Deputy Prime Minister Tran Luu Quang has just signed Decision 1196/QD-TTg dated October 13 approving the Plan to summarize 10 years of implementing the Convention against Transnational Organized Crime and the Protocol to prevent, suppress and punish trafficking in persons, especially women and children.

The purpose of the Plan is to assess the results of 10 years of implementing the Convention against Transnational Organized Crime (the Convention) and the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children (the Protocol); at the same time, to raise awareness, roles and responsibilities of relevant ministries, sectors and agencies in implementing the Convention and the Protocol; to strengthen coordination between relevant ministries, sectors and agencies to continue implementing the Convention and the Protocol in the coming time.

The summary period is from April 18, 2013 (the time the Prime Minister signed Decision No. 605/QD-TTg dated April 18, 2013 approving the Plan for implementing the Convention and Protocol) to April 18, 2023.

The Deputy Prime Minister requested that the summary content must closely follow political and diplomatic requirements and the task of preventing and combating transnational organized crime, on the basis of ensuring compliance with the Party's guidelines and policies and the State's laws; in accordance with Conclusion No. 01-KL/TW dated April 4, 2016 of the Politburo on continuing to implement Resolution No. 48-NQ/TW dated May 24, 2005 of the 9th Politburo on the strategy for building and perfecting Vietnamese law until 2010, with a vision to 2020 and Conclusion No. 92-KL/TW dated March 12, 2014 of the Politburo on continuing to implement Resolution No. 49-NQ/TW dated June 2, 2005 of the 9th Politburo on the Judicial Reform Strategy until 2020; Resolution No. 27-NQ/TW dated November 9, 2022 of the 6th Conference of the 13th Party Central Committee on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period.

The organization of the review of the implementation of the Convention and Protocol must be consistent with the functions, tasks and powers of relevant ministries, branches and agencies. Relevant ministries, branches and agencies assigned to carry out the review must organize the implementation in a serious, practical and effective manner, ensuring the correct purpose and progress. Ensure close relations and synchronous coordination between relevant ministries, branches and agencies; promptly reflect or report to competent authorities to resolve difficulties and problems arising in the process of implementing this Plan.

Within the scope of their functions and tasks, the Supreme People's Court, the Supreme People's Procuracy, relevant ministries, branches and agencies shall prepare a Summary Report and send it to the Ministry of Public Security for synthesis to complete the Summary Report on 10 years of implementing the Convention and Decree to submit to the Prime Minister.

The Ministry of Public Security is the presiding agency, responsible for advising and assisting the Prime Minister in organizing, directing, urging and inspecting the implementation of this Plan nationwide.

Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally run cities focus on directing, strengthening inspection and urging the implementation of activities in this Plan.
