Tran Bien Ward identified site clearance for key projects in the area as one of the central and urgent tasks.
A series of projects need land
To implement the Project of Converting Bien Hoa 1 Industrial Park into an urban - commercial - service area and improving the environment, Dong Nai province must relocate dozens of businesses and hundreds of households in this area.
Regarding the relocation of households living in Bien Hoa 1 Industrial Park, before June 30, 2025, the Provincial People's Committee assigned the People's Committee of Bien Hoa City (old) to implement. However, from July 1, 2025, this task was transferred to the People's Committee of Tran Bien Ward after implementing the 2-level local government model.
According to the People's Committee of Tran Bien Ward, up to now, for the land of households and individuals, the locality has mobilized 289/355 cases to relocate and hand over the site.
In June 2025, at a working session with departments, branches and localities to listen to reports on the process of land recovery, compensation, support and resettlement according to Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government regulating the delimitation of authority of local governments at 2 levels, decentralization and delegation in the field of land, Vice Chairman of the Provincial People's Committee HO VAN HA requested the Provincial Land Fund Development Center in the process of drafting the coordination regulations to ensure the requirements of decentralization and delegation of authority, to follow a shortened process and to specify "clearly the people, clear work, clear tasks".
In addition to the relocation and site clearance for households in Bien Hoa 1 Industrial Park to implement the Project on Conversion of Industrial Park 1's Function, in the area, when implementing the 2-level local government model, Tran Bien Ward also has to "take on" the site clearance for a number of key projects of the province, such as: Bien Hoa City Central Road Project, Hiep Hoa Urban Area Project. In particular, for Hiep Hoa Urban Area Project alone, the land area to be recovered is more than 290 hectares, with nearly 1,700 households and individuals affected.
According to Vice Chairman of the Provincial People's Committee Ho Van Ha, Tran Bien Ward is an area with many key projects of the province being implemented. Therefore, the workload for site clearance to serve these projects is also very large.
Priority Tasks
Member of the Provincial Standing Committee, Secretary of the Tran Bien Ward Party Committee Ho Van Nam said that many key projects of the province are being implemented in the area. Tran Bien Ward has identified accelerating the site clearance work to serve the construction of the projects as one of the top priority tasks. In particular, the ward is currently continuing to carry out propaganda and mobilization to complete the relocation of all households in the Bien Hoa 1 Industrial Park area and the Bien Hoa City Central Axis Road Project.
In the work of site clearance for projects, localities focus on propaganda and mobilization to create consensus among the people. Currently, when implementing the 2-level local government model, the human resources for compensation and support work are streamlined, but localities still maintain propaganda teams, mobilizing people to agree to relocate to hand over the site for project implementation.
"As with the relocation of households in Bien Hoa 1 Industrial Park, Tran Bien Ward is still maintaining propaganda teams to mobilize the remaining households to relocate and hand over the site," said Tran Bien Ward Party Secretary Ho Van Nam.
According to the People's Committee of Tran Bien Ward, when implementing the 2-level local government model, for site clearance of projects, it is necessary to soon have a coordination regulation between localities and the Provincial Land Fund Development Center to carry out the work smoothly.
Regarding this issue, the leader of the Provincial Land Fund Development Center said that the unit has organized a meeting with related units to develop a coordination regulation in site clearance work. At the same time, the draft will be sent to 95 wards and communes in the province for comments to submit to specialized agencies for appraisal.
