In particular, the People's Committee of Quang Ninh province assigned the Quang Ninh Customs Department to base on current regulations to take the lead in providing specific and timely guidance on commodity policies and customs clearance procedures for import and export goods at border gates and border openings in the area.
Assign agencies and units (Customs, Border Guard, Industry and Trade, Agriculture and Rural Development, Foreign Affairs, Health, Transport, Quang Ninh Economic Zone Management Board) and People's Committees of districts, towns and cities based on their functions, tasks, powers and areas of responsibility to implement the direction of the Provincial People's Committee on abolishing a number of documents on Covid-19 prevention and control; including documents directing epidemic prevention and control during the Covid-19 period related to customs clearance of goods at border gates and border openings.
Quang Ninh Provincial People's Committee requested units to strengthen management work, proactively grasp and remove difficulties and obstacles for businesses and promptly inform and guide individuals and organizations to carry out customs clearance procedures for goods at border gates and openings on the Quang Ninh border line in accordance with current regulations.
Quang Ninh Provincial People's Committee also assigned Quang Ninh Customs Department to base on current regulations to take the lead in providing specific and timely guidance on commodity policies and customs clearance procedures for import and export goods at border gates and border openings in the area.
To promote import and export through border gates and border openings in the area, Quang Ninh province also directed the People's Committees of Mong Cai, Hai Ha, and Binh Lieu localities to increase negotiations and exchanges with Chinese authorities to ensure sustainable foreign affairs and import-export trade between the two sides. Proactively coordinate with the Department of Foreign Affairs to report to the Provincial People's Committee to consider and handle matters beyond its authority (if any).
At the same time, localities shall preside over and coordinate with Customs, Border Guard, Police, Quarantine, and Market Management forces to strengthen inspection and control work, and be responsible to the Provincial People's Committee for security, order, anti-smuggling, trade fraud, and counterfeit goods in the areas and areas under their management.
As of February 15, 2024, 703 enterprises have participated in customs procedures through the area (248 enterprises in the province, 455 enterprises outside the province); carrying out customs procedures for 17,808 declarations, the total turnover of all types is 2.4 billion USD; an increase of 73% in declarations and an increase of 54% in turnover compared to the same period in 2023.
