"The 9th extraordinary session of the 15th National Assembly is of great significance," National Assembly Chairman Tran Thanh Man emphasized when delivering his opening speech on the morning of February 12.

According to him, the National Assembly will urgently consider and decide on many urgent issues to serve the revolution of streamlining the organizational apparatus, meeting the very high requirements of the country in the new era.
This is an issue that is receiving high consensus and support from cadres, party members and the people, also creating a premise for organizational and personnel work at the 14th National Party Congress; election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

In addition, the National Assembly will consider, decide, and promptly remove difficulties and obstacles in institutions and policies, create breakthroughs to perfect infrastructure, promote resources, and create new development spaces, in order to successfully implement the goals set by the 13th National Party Congress.
Chairman Tran Thanh Man said that at this session, the National Assembly will consider and decide on fundamental laws and resolutions to implement the restructuring and streamlining of the apparatus.
This timely concretizes the policies and resolutions of the Party Central Committee on implementing the arrangement and streamlining of the political system's organizational apparatus, operating effectively, efficiently and effectively, ensuring that agencies, organizations and units after the arrangement and consolidation are truly "upgraded, raised to a higher level, with better quality and higher efficiency".
The purpose of this policy is to reduce the number of focal points, eliminate intermediate levels, clearly define the scope, tasks and authority of agencies according to the constitution, promote decentralization and delegation of power, implement the "management by results" method, strongly shift from "pre-inspection" to "post-inspection" associated with strengthening inspection, supervision and control of power.
At this session, the National Assembly will consider and pass four draft laws, including: the Law on Organization of the Government (amended); the Law on Organization of Local Government (amended); the Law on Amendments and Supplements to a Number of Articles of the Law on Organization of the National Assembly; the Law on Promulgation of Legal Documents (amended) and five draft resolutions to implement the reorganization of the National Assembly and Government apparatus for the 15th National Assembly term.

In particular, the National Assembly Chairman emphasized that the consideration and approval of the Law on Promulgation of Legal Documents (amended) is of great significance, playing a fundamental role, creating a legal corridor for the development and organization of the implementation of the system of legal documents.
The draft is revised to limit unnecessary processes and procedures; clearly define the authority of the National Assembly, the Government and agencies in the political system, promote dynamism and creativity associated with roles and responsibilities, strengthen control of power, prevent and combat corruption, waste and negativity; assign one task to only one agency to preside over and take primary responsibility.

Also at this session, the National Assembly will consider and pass 7 Resolutions to promptly remove difficulties and obstacles to promote the country's socio-economic development and specific mechanisms and policies for a number of projects and works.
These are the Supplementary Project on Socio-Economic Development by 2025 with a growth target of 8% or more; investment policy for the Lao Cai - Hanoi - Hai Phong Railway Project; specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City by 2035...

The resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities; policies and specific policy mechanisms for building nuclear power plants in Ninh Thuan... are also contents that will be considered by the National Assembly.
Along with that, according to Mr. Man, the National Assembly will carry out a number of personnel work contents under its authority, perfecting the positions to ensure the new apparatus operates effectively and efficiently, meeting the development requirements of the country in the coming period.
At the 9th extraordinary session, the National Assembly will work for 6.5 days, from February 12 to February 19.
