Since its establishment, the officers and prosecutors of the People's Procuracy have always strived to follow the teachings of beloved President Ho Chi Minh for the Procuracy officers: "Fairness, integrity, objectivity, prudence, modesty". His teachings have become the guiding principle for all activities of the officers and prosecutors of the entire sector with the spirit of "serving the Fatherland, serving the people", resolutely fighting against violations of the law.
In the early days of the establishment of the Industry, the work of prosecuting and resolving civil cases was always identified as an important task, and the Institute's leaders assigned cadres and prosecutors to take charge. In 1981, implementing the Law on Organization of the People's Procuracy, the Civil Trial Prosecution Department of the Hoang Lien Son Provincial People's Procuracy was established. In October 1991, Hoang Lien Son Province was divided into Lao Cai Province and Yen Bai Province, and the Civil Trial Prosecution Department of Yen Bai Province was established, now the Civil Trial Prosecution Department (Department 9).
After 65 years of establishment and growth, from the establishment of the team, the department now handles civil cases as a professional department, taking on the most important work of the industry, receiving great attention from the Institute's leaders. With constant efforts, Department 9 has achieved many achievements in its work, always being a united, dynamic and creative collective, upholding the spirit of responsibility, dedicated to work, excellently completing all assigned tasks, with increasingly high quality and efficiency, and being awarded noble titles by the Party, the State, the People's Procuracy and local authorities.
In recent years (from 2010 to 2024), Department 9 has achieved remarkable achievements (2 times awarded the Third Class Labor Medal by the President; 1 time awarded a Certificate of Merit by the Prime Minister; 3 times awarded a Certificate of Merit by the Chief Justice of the Supreme People's Procuracy; 9 times awarded the Emulation Flag by the Supreme People's Procuracy for leading the bloc; 8 years of achieving the title of Excellent Labor Collective; 4 times awarded a Certificate of Merit by the Chairman of the Provincial People's Committee for many achievements in professional work, contributing to the cause of building socialism and defending the Fatherland;
In the 2015-2020 term, the Provincial Party Committee awarded a Certificate of Merit for outstanding achievements in Party cell work for 5 consecutive years; the Provincial Party Committee of agencies and enterprises awarded a Certificate of Merit for outstanding achievements in studying and following Ho Chi Minh's ideology, morality and lifestyle; many individuals were awarded in emulation movements of the Industry...
