On July 25, the People's Committee of Ho Chi Minh City issued Document No. 519/UBNDHCC on focusing on removing difficulties and obstacles in implementing administrative procedures and digital transformation in the initial phase of operating the 2-level local government organization model.
Accordingly, the Chairman of the City People's Committee assigned the heads of departments, branches, and sectors, and the Chairmen of the People's Committees of communes, wards, and special zones to inspect and rectify the occurrence of "paper brokers" at the Public Administration Service Centers and One-Stop Shops; to rectify and strictly handle cadres, civil servants, and public employees who request additional administrative procedures and documents outside of regulations, especially the requirement to have a VNeID when submitting documents directly and the requirement to confirm or commit to the match between the new administrative area information and the old information according to the documents issued by state agencies.
Not only in Ho Chi Minh City, but also in some places, especially in urban areas with large populations and a large volume of administrative documents and procedures, "service brokers" are no longer a strange term. This stems from the mentality of a part of the population who are still afraid of going to administrative agencies, because they do not want to wait, queue or do not fully understand the procedures... Where there is demand, there is supply, which has unintentionally created opportunities for "paper brokers" to appear. This phenomenon not only causes negativity, but is also the cause of violations.
For Ho Chi Minh City, to achieve the expectation of becoming an international megacity, administrative reform is the key factor, the driving force, and the top goal. Currently, when the apparatus of public agencies has been streamlined to ensure effective, efficient, and effective operations, and the spirit of shifting from a management-based administration to a service-based administration, public administrative activities in the area are being assessed to have many positive changes. However, somewhere, a group of officials still have "old thinking" and people still have to pay for unofficial services. To solve this urgent problem, the entire political system needs to be strong and determined to take action.
First of all, from the central to local levels, it is necessary to strongly apply information technology solutions, build digital government and implement strong online administrative procedures. Public administrative service centers need to be built modern, friendly, operate openly and transparently, and take people and businesses as the center of service.
Along with that, each cadre needs to develop not only good professional skills but also good public service ethics. This is also a criterion to evaluate the quality of civil servants. It is necessary to strictly handle cadres who show signs of harassment and assist "brokers in doing paperwork". For areas with overloaded documents, units need to promptly supplement personnel, upgrade equipment and facilities to ensure smooth operations, leaving no opportunity for "brokers" to operate.
At the same time, each citizen needs to be responsible for complying with legal regulations, not creating opportunities for violations, and at the same time improving the application of information technology in handling administrative procedures to contribute to building a civilized and modern administration.
