At the National Conference on preparations for the 2025 high school graduation exam, the Prime Minister stated the general view: "Taking candidates as the center and subject - Teachers as the driving force - Schools as the support - Families as the fulcrum - Society as the foundation". Accordingly, the 2025 high school graduation exam takes place in a special context when the whole country focuses on arranging provincial-level administrative units, not organizing at the district level; right before June 30 when the whole country simultaneously announces the system of organizational apparatus and administrative units, putting into operation at the provincial and communal levels simultaneously from July 1, 2025. Therefore, we organize the exam with 3-level local authorities but grade and announce the results with 2-level local authorities.
The 2025 exam will have a large number of candidates, an increase of nearly 100,000 candidates compared to 2024, organized for both students studying under the 2018 General Education Program and the 2006 General Education Program from previous years. The Prime Minister emphasized the need for close and harmonious coordination between the education and training sector with all levels, sectors, localities and the participation of the entire political system to ensure the exam is serious, fair, effective, practical, organized smoothly, without leaving any vacancies, without overlapping, without affecting the quality of the exam, candidates, families and society. At the same time, it is necessary to innovate the content, scale, form and improve the quality of the exam.
In particular, the Prime Minister requested that after the exam, the Ministry of Education and Training should continue to research and soon have a specific roadmap and plan to develop a project to prepare necessary conditions for piloting computer-based exams in some localities from 2027, moving towards organizing high school graduation exams on computers as soon as possible.
Previously, in the plan to implement the Education Development Strategy to 2030, with a vision to 2045 issued by the Ministry of Education and Training, it was stated that in 2026, the Ministry of Education and Training will develop a project to innovate the form of high school graduation exams, piloting computer-based exams from 2027 and implementing synchronously after 2030.
The application of information technology in the stages of the exam has been gradually implemented in recent years and it is expected that computer-based testing will be gradually piloted for multiple-choice subjects in localities with sufficient conditions (it is possible to combine paper-based and computer-based testing). Practical lessons from the success of the competency assessment model of Hanoi National University, Ho Chi Minh City National University, etc. and the implementation of foreign language proficiency assessment activities according to the 6-level foreign language proficiency framework are feasible premises for the computer-based testing method. In particular, experts propose that for the computer-based testing method, candidates can participate in several rounds of the exam during the year at locations of independent testing organizations that meet the regulations of the Ministry of Education and Training. The results of the highest round of the exam will be selected for consideration of high school graduation recognition and can be referenced and used by higher education and vocational training institutions in enrollment (if needed).
One of the biggest difficulties today is the preparation of adequate equipment and facilities if the exam is held on a computer. However, with the current pace of accelerating digitalization, this problem can be solved with the participation of higher education institutions, such as schools buying computers for rent and at the same time taking advantage of these facilities to improve the quality of teaching and learning at the school. Mr. Le Truong Tung - Chairman of the Board of Directors of FPT University said that it is necessary to prepare carefully and anticipate possible scenarios such as internet connection, equipment failure, especially cheating, because the exam on a computer must be connected to the network.
