Attending the ceremony were Senior Lieutenant General Nguyen Hong Thai, member of the Party Central Committee, Deputy Minister of National Defense ; Lieutenant General Do Xuan Tung, Deputy Director of the General Department of Politics of the Vietnam People's Army; Major General Nguyen Ba Luc, Deputy Chief of the General Staff of the Vietnam People's Army; Lieutenant General Do Van Thien, Political Commissar of the General Department of Logistics and Engineering. Also attending were representatives of leaders of agencies and units under the Ministry of National Defense, former officers and leaders of the Barracks Department through the periods.

The speech at the ceremony, presented by Major General Nguyen Quang Binh, Director of the Barracks Department, stated that after 70 years of construction, fighting and growing, the Army Barracks sector has overcome all difficulties and achieved many outstanding feats and achievements.

Since its establishment, despite many difficulties in terms of human resources and facilities, the Barracks Department has promoted the spirit of initiative, creativity, self-reliance, and self-reliance, knowing how to rely on the people to create great strength.

During the resistance war against the US to save the country, officers and soldiers of the barracks sector overcame sacrifices and hardships, organized the construction of evacuation areas, factories, warehouses, field hospitals and renovated caves and tunnels; built and repaired airports and ports, coordinated with localities and other logistics sectors to organize production, create material sources for barracks and equipment, and ensure the units on the battlefields. In particular, with the hands and minds of officers, employees and soldiers of the Barracks Department, they built Uncle Ho's stilt house in the Presidential Palace and Uncle Ho's working house in Area K9 (Da Chong). These are two projects that left a deep impression and pride for the military barracks sector.

After the country's reunification, the barracks sector quickly consolidated its organization, promptly meeting the requirements and tasks of military and national defense, building the Army in the new situation; proactively advising and proposing to superiors many policies to innovate, improve the quality and efficiency of barracks work; directing and organizing the implementation of tasks well in all three areas: Investment in barracks construction; ensuring and managing barracks, managing national defense land; housing policies for families of Army officers.

In response to the need to improve living and working conditions for soldiers and build a regular army, the barracks sector has actively researched and innovated methods to ensure barracks' material conditions; strengthened management and supervision, improved the quality of planning and construction of barracks; researched and issued sample designs of various types of barracks, barracks, and living equipment, creating a basis for investment in construction, production, and unified use throughout the army. At the same time, proposed investment policies to build projects that are close to the actual conditions of the unit, contributing to improving the lives and activities of soldiers. Up to now, most barracks in the entire army have been planned and built in a regular, unified, spacious, synchronous, and high-quality manner.

With outstanding achievements over the past 70 years, the Barracks Department and the military barracks industry have been awarded many noble prizes by the Party and the State. On this occasion, the Barracks Department was honored to receive the First Class Fatherland Protection Medal from the President .

Speaking at the ceremony, Senior Lieutenant General Le Huy Vinh congratulated the achievements and feats that the officers, staff and soldiers of the Army Barracks sector have achieved over the past 70 years and requested the Army Barracks sector to continue to perform well its advisory function to the Central Military Commission, the Ministry of National Defense, and the General Department of Logistics and Engineering on the construction, maintenance and management of barracks, meeting the training and combat readiness requirements of the Army.

Research and propose practical leadership solutions in building the barracks sector both in the short and long term; advise on the effective implementation of housing policies in the Army; do a good job of advising, directing the adjustment, supplementation, and completion of the overall barracks planning of all military units.

Continue to promote the emulation movement "Building and managing green, clean, and beautiful regular barracks"; promote scientific research, application of information technology, digital transformation, and technical innovation initiatives in the field of industry management and the process of organizing and implementing tasks.

Senior Lieutenant General Le Huy Vinh expressed his belief that the officers, staff and soldiers of the Army Barracks sector will continue to promote tradition, provide proper advice, create good resources, and build a system of barracks throughout the army that is increasingly regular, unified, spacious and modern, contributing to the cause of building a revolutionary, regular, elite and modern army.
