After more than a week of being affected by storm No. 3, as of September 17, in Ha Hoa district, the water level on Thao river is below alert level I. In the whole district, only Hien Luong commune has 6 flooded areas with 55 households and 182 people isolated.
People use field pumps to drain water and prevent flooding in Hien Luong commune.
The reason for the slow water drainage is due to the low-lying flooded area, the drainage system in the commune is small, the water flow is slow, mainly through Ngoi My drainage culvert. The district People's Committee directed the commune to focus on human resources and materials to support enough food, drinking water, and necessary necessities to ensure the lives of people in the flooded area.
In areas where the water has receded, 4,256/4,311 households have returned to their homes, but localized flooding is still occurring in many areas. At flooded areas, the district has mobilized over 10 field pumps to operate at full capacity; opened all 56 sluices under the dike and operated pumping stations such as Ngoi Trang, Cau Den, Yen Luat pumping stations... to drain and prevent flooding.
Continuing the work of overcoming consequences and restoring production after natural disasters, the People's Committee of Ha Hoa district has established 3 teams to verify damage, direct the overcoming, and guide the restoration of production after natural disasters with the task of directly going to the grassroots to inspect and verify damage in accordance with the provisions of Decree No. 02/2017/ND-CP dated January 9, 2017 of the Government on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics.
Direct and guide communes and towns to carry out disinfection, sterilization, disease prevention measures, and recovery and rehabilitation of livestock... to minimize the spread of disease and environmental pollution. At the same time, the Teams develop technical processes and select crop varieties suitable for late winter crop production conditions to guide communes and towns to ensure effective production.
